DOUGLAS — On Tuesday, January 6, 2026, at approximately 2:31 p.m., Officer Samuel Kontoes of the Douglas Police Department said he conducted a motor vehicle stop on North Street.

“Prior to initiating the stop, I conducted a CJIS [the FBI’s Criminal Justice Information Services database] web query of the vehicle and CJIS indicated that the vehicle’s registration was revoked as of December 8, 2025, for lack of insurance,” Officer Kontoes said. “I approached the vehicle and asked the operator for his license and registration. The operator produced me a valid Massachusetts driver’s license and was identified as the registered owner, Michael Pulou.”
According to police, Michael A. Pulou, 18, is a resident of Douglas, MA.
“Pulou was informed of the reason for the stop,” Officer Kontoes said. “All information was relayed to DPD [Douglas Police Department] Dispatch, and it was confirmed through the RMV that MA REG [# redacted] was revoked for the lack of insurance.”
Officer Kontoes added that he also observed that the vehicle had an inspection sticker that expired on November 23, 2024.
As a result of the stop, Michael A. Pulou, 18, of Douglas, was issued a Massachusetts Uniform Citation for the following offenses:
- Uninsured Motor Vehicle
- Operation of a Motor Vehicle with a Revoked Registration
- No Inspection Sticker
Pulou’s arraignment was scheduled for Jan. 7, 2026, in Uxbridge District Court.
