CLINTON โ On Sunday, Dec. 14, 2025, at approximately 6:24 p.m., Clinton Police Officers Jacob Brescia and Gerald Guerra were dispatched to an apartment at 55 Green Street, following a report of a possible domestic incident in progress.
(The account and quotations in this article were sourced from the printed Personnel Narrative of Officer Jacob Brescia and do not reflect any political perspective or personal opinion of News Link Live, which is strictly a business entity.)
When the officers arrived on scene, they spoke with Carlie [last name redacted], 34, and Steven [last name redacted], 34, who were both inside the apartment.

โCarlie proceeded to tell me she was yelling about food stamps, and she speaks loud in general,โ Officer Brescia said. โOfficer Guerra spoke with Steven to get his side of what occurred. Steven gave a matching story of what Carlie had told me. [He said] Carlie was just frustrated and yelling about their food stamp issues and confirmed this was not a domestic.โ
Officer Brescia then spoke with the reporting party, who was also inside the apartment and later identified as Carlos A. Vicente, 67, to obtain his account of the incident.
Officer Brescia said that while speaking with Vicente, he was informed by dispatch that Vicente had an active warrant for his arrest.
Vicente was taken into custody and transported to the Clinton Police Department for booking.
โBail Commissioner Chris Hart was later contacted and held bail,โ Officer Brescia said.
Disclaimer: If you are wondering why the arrest in this story took place earlier this month, thatโs because I had to file FOIA request(s) to obtain the court documents. FOIAs are time-consuming.
