
LEOMINSTER — Pluto Cannabis won city council approval Monday, April 13, 2026, to take over operational control of the existing adult-use marijuana dispensary at 130 Pioneer Drive, moving the business closer to a transfer from Revolutionary Clinics.
Petition 40-26, Pluto Cannabis’ request for a special permit, advanced after Legal Affairs Chair Pauline Cormier said the planning board recommended approval by a 6-0 vote and that the police and fire departments raised no opposition. The April 13, 2026 proceeding was a continued public hearing on Petition 40-26.
Pete D’Agostino, a partner at Tenax Strategies who appeared on behalf of Pluto Cannabis, told councilors the current agreement is set to expire April 30, though it could be extended if needed, and said the closing would occur after all conditions are met.

“The closing is five days after all conditions have been met, and as I mentioned to the council last time, the only outstanding condition is the the issuance of the special permit,” D’Agostino said during the meeting on April 13.
Councilor David Cormier backed the permit with an added condition allowing quarterly inspections, with or without notice, by authorized city officials, subject to state law governing access to marijuana facilities. D’Agostino said the company had no objection. “They’re quite frankly welcome anytime,” he said. “I would just remind the council there are limitations under Mass General Law Chapter 94G to access to certain areas.”
City Council President Claire Freda also pressed for an ongoing relationship with the operator after past issues with other cannabis businesses. “I’m just going to add, as I did before, and you have to understand our caution because we had three and three were bad,” Freda said. “We’re looking for a real positive partnership on this one. So, it’s important to me that you come in once a year, give us an update.”
Later in the meeting, the city council took up Petition 40-26 for a vote. Councilor David Cormier moved to add a condition allowing quarterly inspections, with or without notice, by authorized city officials in accordance with Massachusetts General Law Chapter 94G. The council first voted in favor of the amendment, then granted Petition 40-26 as amended by an 8-0 roll-call vote.
