EAST BROOKFIELD โ On Wednesday, Sept. 9, 2026, at approximately 8:00 p.m., East Brookfield Police Officer Patrick Clements was on patrol on East Main Street (Route 9) when he observed an individual riding a go-kart in the parking lot of Kenโs Citgo gas station, located at 232 East Main Street.

Officer Clements said he activated the emergency blue lights on his cruiser and pulled the go-kart over.
Officer Clements then got out of his cruiser and approached the operator, identified as Kevin W. Jean, 35, of East Brookfield.
โKevin stated he did not have a license on him, so I took down his information to run a check through CJIS [Criminal Justice Information Services database],โ Officer Clements said.
Officer Clements said he told Jean that he had received a complaint about him on the previous evening of Tuesday, Sept. 8, 2026, when a resident snapped a photo of him operating his go-kart on Route 9 in the area of the gas station. Police checked the area that day but did not find anyone, Officer Clements said.
Officer Clements said a records check revealed that Jean had an outstanding straight warrant from Worcester District Court for failing to appear on charges of operating a motor vehicle with a suspended license, operating an unregistered motor vehicle and operating an uninsured motor vehicle.
At around this time, Officer William Penkala arrived on scene to assist.
Officer Clements said dispatch confirmed the warrant as he got out of his cruiser to speak with Jean. He then instructed Jean to step out of the go-kart because he had an outstanding warrant.
โKevin was confused, but compliant the entire time. I placed handcuffs on Kevin and double-locked them for safety,โ Officer Clements said. โHe was subsequently searched incident to arrest prior to transport. I retrieved an iPhone and lighter from his pocket, as well as a bag of chips and two sodas in the go-kart. I requested Parsons for a tow.โ
Officer Clements said that once Parsons Auto arrived on scene, they took possession of the go-kart without incident.
โI placed Kevin in the rear of cruiser #325 for transport,โ Officer Clements said. โI explained the origin of the warrant, and he stated they had his old address in Worcester on file, and that is why he never got the summons. Furthermore, he stated that when he was stopped by Massachusetts State Police, they never gave him a citation allegedly.โ
When they arrived at the East Brookfield Police Department, Officer Clements said he escorted Jean from the cruiser to the booking room.
โHe was advised the room was audio and video recorded per departmental policy, and read his Miranda warning,โ Officer Clements said. Adding, โKevin was polite and compliant during the duration of the booking process, and gave no issues to officers while going through booking questions.โ
In addition to the warrant, Kevin W. Jean, 35, of East Brookfield, was charged with the following:
- Operating Motor Vehicle with Suspended License
- Uninsured Motor Vehicle
- Unregistered Motor Vehicle
- Helmet Violation
Officer Clements said he took Jean into custody on the straight warrant from Worcester District Court for failing to appear in court.
โThe go-kart did not have a license plate on it, and I did not identify any markings on such,โ Officer Clements added.
After he was booked, Jean was released on $500 cash bail.
According to the court docket, a summons was mailed to Jean on Sept. 10, 2026, and returned unserved on Sept. 28. East Brookfield District Court issued a warrant for his arrest on Sept. 29, 2026, after he failed to appear for his arraignment.
The warrant was recalled and Jean was arraigned in East Brookfield District Court on Oct. 15, 2026. His next court date is a pretrial hearing scheduled for Dec. 17, 2026.
Disclaimer: If you are wondering why the incident in this story took place in September, thatโs because I had to file FOIA request(s) to obtain the court documents. FOIAs are time-consuming.
