LEOMINSTER ยญยญโ On Tuesday, December 17, 2024, Leominster Police Officer Nicholas Rice was dispatched to the lobby of the Leominster Police Department for a report of a past domestic incident.

โUpon arrival I spoke to [first name redacted] Oliveira,โ Officer Rice said. โShe reported that her โhusband,โ later identified as Ramon Martins Ribeiro, is abusive and threatened her. It is important to note that I was using the language line services to translate our conversation.โ (Ms. Oliveiraโs first language is Portuguese).
According to police, Ramon Dias Martins Ribeiro, 27, is a resident of 102 Pleasant Street, Apt. 3, Leominster, MA.
โIt is important to note that [Ms. Oliveira] and Ramon are not legally married,โ Officer Rice added. โThey have been together for nine years, currently live together, and share two children together.โ
Officer Rice asked Ms. Oliveira to elaborate on her statements.
โShe stated that Ramon threatens to take the children from her, threatened to kill her if she took the kids from him, and tells her to go back to her home country,โ Officer Rice recounted. โShe added that she had to put her phone on airplane mode so she could come to the police to report this because he tracks her phone at all times. She was scared about the consequences of going back home to him.โ
Officer Rice asked Ms. Oliveira if anything got physical between them, and she said it had in the past.
โShe stated on August 27, 2024, Ramon saw her send a picture to someone else on WhatsApp, broke her phone, and punched her in the head,โ Officer Rice said. โI asked where this occurred, and she stated in her room (in her apartment in Leominster). I asked her what brought her in tonight and she stated that last night Ramon wanted to have intercourse with her, and she said no. Then this morning, he told her not to come home. She stated that she was very scared of Ramon.โ

Officer Rice told Ms. Oliveira that since she is in a โsignificant dating relationshipโ and a victim of a past battery, she is eligible to apply for a restraining order.
โI explained what a restraining order was and how it can protect her,โ Officer Rice said. โShe stated she would like to apply.โ
Officer Rice said that Officer Renzo Vasconcelos assisted with this part of the call due to his ability to speak Portuguese.
โ[Ms. Oliveira] filled out the appropriate 209a [Abuse Prevention Order] forms to include in the affidavit. I called the on-call judge, Judge [Mary Beth] Keating, and the order was granted. This information, along with a copy of the order, was given to [Ms. Oliveira],โ Officer Rice said. Adding, โOfficer Vasconcelos and I then went to the address and arrested Ramon for domestic assault and battery.โ
Officer Rice transported Ramon to the Leominster Police Station for booking.
โRamon was read his copy of the restraining order by Officer Vasconcelos. He was given his copy of the order,โ Officer Rice said. Later adding, โI filed a 51A [form] with DCF [Department of Children and Families].โ (A 51A form is a mandatory report that professionals in Massachusetts, who work with children, must file with the DCF when they suspect that a child is being abused, neglected, or both).
Ramon was formally charged with:
- Assault and Battery on a Family/Household Member
Ramonโs bail was set at $1,000 cash.
He was arraigned in Leominster District Court on Dec. 18, 2024. Following his arraignment, Ramon was released on bail under the condition that he stay away from, not contact, and not abuse, Ms. Oliveira. Ramon attended a pretrial hearing on Jan. 7, 2025.
His next court date was a conference hearing scheduled for Jan. 28, 2025.
