RUTLAND — On Friday, May 23, 2025, at approximately 3:27 p.m., Officer Samuel Perotto of the Rutland Police Department was clearing a call with a Devereaux student that was walking towards the boy’s home located on Main Street. When he entered his cruiser, the license plate reader alerted him to a vehicle with an insurance violation that had just passed his location.

Officer Perotto ran the vehicle’s Massachusetts registration through the FBI’s Criminal Justice Information Services (CJIS) database on the mobile data terminal in his cruiser and he found out that the vehicle, a 2016 Black Audi A3 SE (Sports Edition), had a registration that was revoked due to lack of insurance.
“I activated my emergency blue lights and was able to get behind the vehicle confirming the plate information was correct and the vehicle pulled over to the right side of the road and came to a stop,” Officer Perotto said. “I positioned my cruiser behind the vehicle and approached the driver’s side door. Where I observed a female party operating the vehicle. I informed the female party, who was identified as Chrislove Bonney, the registered owner, that I had made the traffic stop because the vehicle is revoked for [lack of] insurance.”
According to police, Chrislove Bonney, 34, is a resident of Grosvenor Street in Worcester, MA.
“She became upset and began to make comments that ‘You guys are always chasing me in this town, I hate Rutland,’” Officer Perotto recounted. “I had asked her if she could contact her insurance company to see if we could correct the status roadside, but she said it was too late.”

Officer Perotto then informed Bonney that he would have to tow the vehicle.
“The female party continued to make comments that I chased her and that she wanted to know if the tow truck company can tow the vehicle to where she resides in Westborough,” Officer Perotto said.
Officer Perotto stated that he informed Bonney it was a police tow and that the vehicle would be going to Rutland Towing. He later learned that the vehicle was actually towed by Bill’s Garage. Both tow companies are located on Maple Avenue in Rutland, he added.
“I gave her several opportunities to arrange for a ride; however, she was unable to [arrange for one] roadside,” Officer Perotto said. “And asked if I could bring her and her daughter to the police station. I informed her that I would bring her to Dunkin’ Donuts.”
Officer Perotto stated that Bill’s Garage took control of the vehicle, and he transported the female party and her daughter to the Dunkin’ Donuts located in the center of Rutland, where they could remain in a safe environment off the roadway until they were picked up.
Officer Perotto said he handed Bonney a Massachusetts Citation for the following:
- Uninsured Motor Vehicle
- Operating Motor Vehicle with Suspended Registration
“While pulling into Dunkin’ Donuts, I asked the female party if I could have a second to explain my traffic stop,” Officer Perotto said. “I informed her that I have license plate readers located on the front of my cruiser, which alert me when a vehicle has a matching license plate with insurance violations. I then informed her that I confirm the plate and enter the information into CJIS where it confirms through the RMV (Registry of Motor Vehicles) that the registration status is revoked [for lack of] insurance. I explained that the vehicle is unable to be driven, and can be picked up from the tow company once it has proper insurance. I then assisted her with carrying her grocery bags into Dunkin’ Donuts, where she was able to calm down and her demeanor changed.”
Officer Perotto said that his body-worn cameras were activated during the incident, adding:
“This report is written based on my perception of the incident. I may have seen and smelled things that my body camera did not,” Officer Perotto explained. “My body camera may have viewed and heard things that I did not see or hear. My camera was silenced for tactical conversations.”
Bonney’s arraignment was scheduled for May 27, 2025, in East Brookfield District Court.
