NEWBURYPORT — On Monday, Sept. 8, 2025, at approximately 9:48 p.m., Newburyport police officers patrolling the area of State Street conducted a motor vehicle stop on a black Toyota Scion after observing civil motor vehicle infractions.
According to a statement from the Newburyport Police Department, a preliminary investigation determined that the registered owner of the Scion, Charles Hamilton, 39, of Amesbury, had a suspended driver’s license.
Police stopped the vehicle on State Street near where it intersects with Essex Street.
In addition to the driver, Hamilton, officers identified the other two occupants as Susan Fournier, 33, of Amesbury, and James Boddy, 39, of Dracut.

“In a subsequent investigation, police identified several bags of white powdery and crystal-like substances in the vehicle,” the Newburyport Police Department said in its statement. “Police also learned Boddy was being sought on two active warrants out of Newburyport District Court.”
Newburyport police recovered approximately 44 grams of crack cocaine, 10 grams of cocaine, and four grams of fentanyl from the vehicle. Officers also located a cell phone, five black digital scales, empty clear plastic baggies, $3,200 in cash, and brass knuckles among Boddy’s personal belongings.
Boddy, Hamilton, and Fournier were taken into custody and booked at the Newburyport Police Station.
James Boddy was arrested and charged with:
- Trafficking Crack/Cocaine 36 Grams or More
- Possession with Intent to Distribute Class B Drug
- Possession with Intent to Distribute Class A Drug
- Carrying Dangerous Weapons
Charles Hamilton was arrested and charged with:
- Trafficking Crack/Cocaine 36 Grams or More
- Possession with Intent to Distribute Class B Drug
- Possession with Intent to Distribute Class A Drug
Susan Fournier was arrested and charged with:
- Trafficking Crack/Cocaine 36 Grams or More
- Possession with Intent to Distribute Class B Drug
- Possession with Intent to Distribute Class A Drug
- Resisting Arrest
Boddy and Hamilton were held at the Newburyport Police Department on $100,000 bail, and Fournier was held on $50,000. All three were scheduled to be arraigned today in Newburyport District Court.
