BURLINGTON — On Friday, Sept. 12, 2025, around 11:00 a.m., Burlington police responded to a report of three individuals trespassing at the U.S. Immigration and Customs Enforcement office located at 1000 District Avenue.
According to a statement from Burlington’s Police Chief Thomas Browne, when officers arrived on scene, they located three suspects “and attempted to de-escalate the situation,” but all three individuals refused to leave.
Nathan Philips, 58, of Newton, Nastasia Lawton-Sticklor, 43, of Leominster, and Eleanor Reid, 33, of Hanover, New Hampshire, were arrested without incident and booked at the Burlington Police Station. All three were charged with one count of trespassing.

“At this time, Burlington police believe this was a planned protest with arrests being the ultimate goal,” Chief Browne said in his statement.
Philips, Lawton-Sticklor, and Reid are scheduled to be arraigned in Woburn District Court on Friday.
The Burlington Police Department continues to investigate the incident.
