HAVERHILL — Today, the Haverhill Police Department’s Narcotics Unit, working with the Massachusetts State Police and U.S. Drug Enforcement Administration (DEA), announced the arrest of three people and charges against a fourth following the execution of a search warrant at a residence on Washington Street.
According to a statement from the Haverhill Police Department, the operation resulted in the seizure of a substantial quantity of illegal narcotics and U.S. currency. The department thanked the FBI’s Merrimack Valley Transnational Organized Crime Task Force for its assistance in conducting the search.

Investigators said the search stemmed from suspected narcotics trafficking activity. Officers reportedly recovered a large amount of cocaine, fentanyl, marijuana, and other evidence consistent with drug distribution.
As a result of the search and subsequent investigation, the following individuals were charged:
- Armani Huacon, 22, of Haverhill, was charged with:
- Trafficking Cocaine
- Conspiracy to Violate Drug Law
- Possession of a Class D Substance with Intent to Distribute
- Natanial Rios, 25, of Haverhill, was charged with:
- Trafficking Fentanyl
- Conspiracy to Violate Drug Law
- Zanniah Huacon, 24, of Haverhill, was charged with:
- Trafficking Fentanyl
- Conspiracy to Violate Drug Law
- Melinda Rodriguez, 44, of Haverhill, was charged with:
- Disorderly Conduct
- Obstructing a Police Investigation
Police said the investigation remains ongoing and additional charges may be forthcoming.
