LEICESTER โ On Wednesday, August 13, 2025, at approximately 5:12 a.m., Leicester Police Officer Paul Pepin was on patrol when he saw a gray 2025 Toyota Crown with Massachusetts plates drive by his location on South Main Street.

Officer Pepin noted that a man was driving the vehicle and a woman was seated in the front passenger seat.
“The vehicle activated it’s left turn signal, but continued westbound onto Main Street,” Officer Pepin said.
The vehicle then slowed below the speed limit and eventually turned left onto Pine Street.
“The vehicle turned right into the driveway of 208 Pine Street,” Officer Pepin said.
Officer Pepin ran the plates of the vehicle through the FBIโs Criminal Justice Information Services (CJIS) database in the mobile data terminal of his cruiserย and found out that the vehicle was registered to an individual who lives on Chickering Road in Spencer, Massachusetts.
“I reversed my cruiser and activated my cruiser’s scene lights and spotlight,” Officer Pepin said. “I could see two occupants in the vehicle, which was now turned off.”
Officer Pepin continued north on Pine Street so he could radio dispatch with his location.
About a minute later, Officer Pepin reversed his cruiser and pulled behind the vehicle.
“I exited my cruiser and approached the vehicle. I observed it to now be unoccupied with it’s seats in a reclined position,” Officer Pepin said. “There was a blue/white capsule-pill on the driver’s seat.”
In the center console, Officer Pepin said he observed a corner-cut plastic baggie with residue inside of it. On the front driver’s side floor, he saw a burnt glass pipe, which also had residue on it.
Shortly afterward, Leicester Police Sgt. Frank Bulman, Spencer Police Officers James Flagg and Samuel Dion, and two Massachusetts State Police troopers from the Brookfield Barracks arrived to assist.
The Leicester Police Department’s drone unit also responded to the scene to assist with the search of the area, Officer Pepin said.
“Sergeant Bulman made contact with a resident of 208 Pine Street,” Officer Pepin said. “They confirmed that the vehicle does not belong to anyone at the residence.”
A nearby resident then informed police that a man, who was possibly under the influence, was at Pine Grove Cemetery.
“Officers responded, male located at entrance of Pine Grove Cemetery leaning/tripoding on stone wall,” Officer Pepin said. “Male had cross-body bag over his shoulder, along with drug paraphernalia on the stone wall next to him.”
Officer Pepin reported finding a clear plastic bag containing an off-white substance that he recognized as consistent with crack cocaine in the manโs possession.
“Through my previous previous training and experience I recognize this amount to be more than a typical user quantity,” Officer Pepin said. Later adding, “Substance will be sent to the lab for testing.”
The man, who was identified as Rawkeem Perry, was taken into custody.
According to police, Rawkeem Sayquan Perry, 31, is a resident of Worcester, MA.

Perry’s female passenger, later identified as 31-year-old Brooke Quinn, was located by Spencer Police Officer Flagg in the area of 200 Pine Street.
Officer Pepin said that Quinn was later charged with one count of possession of Class B drug.
Officer Pepin said that Sgt. Bulman secured the vehicle, which was then towed to the Leicester Police Department. He added that Detective Travis McCauley was notified and would be applying for a search warrant.
Officer Pepin transported Perry to the Leicester Police Department for booking.
Officer Pepin said that during booking inventory, $278.55 was located inside Perry’s cross-body bag.
“Cash was bound tightly together with rubber band. Inside cross-body bag were two cell phones,” Officer Pepin said. “Through my previous training and experience, I know money packaged in this manner accompanied by two cell phones are common with individuals who are engaged in narcotics distribution.”
Officer Pepin checked Perry’s Board of Probation (BOP) record and found out that Perry had previously been found guilty for possession with intent to distribute in Worcester District Court.
Rawkeem Perry was arrested and charged with:
- Possession with Intent to Distribute Class B Drug
Perry’s bail was set at $2,500 by the on-call Bail Commissioner Don Haapakoski.
Perry was secured in a holding cell at the station until he was transported to East Brookfield District Court.
Perry was arraigned in East Brookfield Court on Aug. 13, 2025. Following his arraignment, he was held on bail, which had been modified from $2,500 to $1,000 by the judge. Perry attended a pretrial hearing on Sept. 10, 2025.
On Sept. 30, 2025, $1,000 bail was posted on Perry’s behalf by the Mass Bail Fund, an organization that pays bail for those subject to pretrial incarceration.
On Oct. 8, 2025, Perry attended a compliance and election hearing, which was continued to Dec. 10, 2025.
