Westminster man arrested for brake-checking Jeep on Route 2, rear-ending it, & assaulting driver

WESTMINSTER โ€” On Thursday, Oct. 9, 2025, at approximately 7:42 p.m., Officer Connor Furey of the Westminster Police Department was dispatched to State Road East after multiple 911 callers reported a two-vehicle crash, after which both drivers were involved in a disturbance.

โ€œWhile on the way, dispatch provided an update that there was a physical altercation between both parties and one operator punched the other one, and stated one male party was autistic,โ€ Officer Furey said. โ€œSergeant [Nicholas] Auffrey and I arrived on scene at the same time.โ€

Officer Furey said that, upon arrival, he heard yelling and observed a man wearing dark clothing pacing near the scene of the crash and screaming at the other driver.

โ€œImmediately upon exiting my cruiser I demanded the male sit on the guardrail and asked him to calm down,โ€ Officer Furey said. โ€œThe male was screaming, โ€˜I beat that personโ€™s a$$! F*ck that guy!โ€™ This male was identified as Todd Blomiley. Todd was extremely agitated and told me that he was autistic and he couldnโ€™t calm down.โ€

According to police, Todd Blomiley, 22, is a resident of Westminster, MA.

โ€œI brought Todd to the rear of my cruiser. Todd continued to yell and told me that the other guy was brake-checking him and we needed to put cuffs on the other person,โ€ Officer Furey said. โ€œTodd was very upset and said, โ€˜I slid into him because he’s a f*ck*ng retard.โ€™ Todd continued by saying, โ€˜I punched him in his mouth, we were straight fighting, I’m not even gonna lie. F*ck him.โ€™ I asked if the other person hit him at all and he said, โ€˜Nope. I punched first.โ€™ I asked Todd if he was injured from the accident and he told me no. I asked Todd if he was injured from hitting the other person and he again told me no.โ€

Officer Furey said that, at this time, Blomiley told him, โ€œHonestly, you might as well put me in cuffs. I’m f*cked.โ€

โ€œTodd began to calm down, he was no longer screaming, I asked him if he would like to take a seat in the rear of my cruiser and he told me yes,โ€ Officer Furey said.

Officer Furey said that shortly after Blomiley was seated in the back of his cruiser, Westminster Fire and EMS arrived on scene and began evaluating him.

โ€œUltimately, Todd declined any medical treatment and signed a medical refusal,โ€ Officer Furey said.

Officer Vanessa Tenore arrived on scene and stood by with Blomiley while Officer Furey spoke with Sergeant Auffrey, who had been speaking with the other driver, identified as 52-year-old Edward Munoz.

Sergeant Auffrey told Officer Furey that Edward Munoz was driving on Route 2 West when he noticed a vehicle traveling erratically behind him, swerving in and out of traffic and alternately speeding up and slowing down. Munoz became concerned, slowed down to allow the vehicle to pass, and then called 911 to report the vehicle and provide a description.

Officer Furey said the vehicle pulled in front of Munoz and began aggressively brake-checking him. Munoz became fearful for his safety, sped up, passed the vehicle, and exited Route 2 at Exit 92.

After exiting Route 2 and merging onto State Road East (Route 2A), the erratic vehicle followed and struck the rear of Munozโ€™s vehicle.

โ€œUpon exiting Route 2 and merging onto State Road East (Route 2A), the erratic vehicle from Route 2 also exited and crashed into the back of Edward’s vehicle,โ€ Officer Furey said. โ€œEdward got out of his car and Todd exited his vehicle. Todd approached Edward and knocked him to the ground and continued to punch him in the back of his head and kick him several times with his basketball shoes.โ€

Munoz was evaluated by EMS at the scene and ultimately transported by ambulance to Heywood Hospital.

Officer Furey said both Munozโ€™s vehicle and Blomileyโ€™s disabled vehicle were towed from the scene by Westminster Garage.

โ€œImmediately after the crash, both Todd and Edward called 911,โ€ Office Furey added. โ€œInitially, the 911 call went to the Massachusetts State Police and was transferred to the Westminster 911. The first call dispatch received was from Todd, he was extremely emotional and screaming, he would not provide his name then hung up. State 911 relayed to our dispatch that there was a motor vehicle accident and active disturbance between the operators. The second 911 call received was from Edward, he told our dispatch that the other guy (Todd) pulled him out of his car, knocked him to the ground and was repeatedly kicking him, Edward was trying to get away, but was not able to.โ€

At this time, Officer Furey returned to his cruiser where Blomiley was finished up with EMS.

Officer Furey said that after Blomiley was finished with EMS and had calmed down significantly, he asked him again what had occurred on Route 2.

โ€œTodd told me that the Jeep (Edward’s vehicle) was driving slowly and there was a car in between him and the Jeep,โ€ Officer Furey said.

Blomiley said he passed the vehicle directly in front of him, and as he was going into the other lane to pass the Jeep, the Jeep brake-checked him to the point that he was forced into the breakdown lane.

Officer Furey said Blomiley told him that he and the Jeep were side by side and โ€œjust playing games with each otherโ€ by getting too close and brake-checking one another.

โ€œTodd said they both got off at Exit 92 and the Jeep took a right onto 2A and Todd was going to take a left but decided to continue to follow the Jeep and so he also took a right,โ€ Officer Furey said. โ€œThis is when the Jeep slammed on the brakes and Todd said he has no ABS in his car and so he slid right into the back of the Jeep.โ€

Officer Furey said Blomiley continued speaking and told him that after the collision, the Jeepโ€™s owner approached his driver-side window and began banging on it.

โ€œTodd said the other male then stood in front of Todd’s car, Todd got out of his vehicle and told me, โ€˜Yeah, I’m mad. I’m gonna be honest, I threw the first punch, um he kinda deserved it,โ€™โ€ Officer Furey said. โ€œAt this point, I informed Todd that he was going to be placed under arrest for assault and battery with a dangerous weapon. Todd told me that he understood and was fully cooperative with me.โ€

Officer Furey said he transported Blomiley back to the station without incident, while Sergeant Auffrey remained on scene for the vehicles to be towed.

Todd Blomiley, 22, of Westminster, was arrested and charged with the following violations/offenses:

  • Assault & Battery with Dangerous Weapon (for kicking and punching Munoz)
  • Negligent Operation of Motor Vehicle (for swerving in and out of traffic, and brake-checking while on Route 2)
  • Unregistered Motor Vehicle (Blomileyโ€™s registration expired on Sept. 1, 2025, according to Officer Furey)

Blomileyโ€™s bail was set at $250. Blomiley was bailed out by his mother at 9:25 p.m.

โ€œGiven the manner in which Todd operated his vehicle, I have submitted a request for immediate threat license suspension with the RMV,โ€ Officer Furey added.

Blomiley pleaded not guilty to all charges during his arraignment in Gardner District Court on Oct. 10, 2025.

Blomileyโ€™s next court date was a pretrial hearing scheduled for Nov. 21, 2025.
