Five arrested after loud music complaint at Plug Pond in Haverhill

HAVERHILL โ€” On Saturday, June 27, 2026, at approximately 10:14 p.m., Officer Anthony Olivieri of the Haverhill Police Department was dispatched to Plugs Pond following a loud music complaint.

โ€œBefore arriving on scene, I spoke to [the reporting party], who stated the following,โ€ Officer Olivieri said. โ€œShe explained that the music had been going on for hours and was objectively annoying. She explained that it felt like her house was rattling, and she could not think or watch TV. The music felt like it carried through her house, and it made her have a migraine. She explained that this has gone on every night, and she was fed up with the noise.โ€

Officers Matthew Corliss, Michael Silvestro, Richard St. Louis, and Sergeant Portnoy also arrived on scene.

Officer Olivieri said that when he arrived on scene, he could hear loud music and bass coming from the upper parking lot of Plugs Pond as he drove around the bend.

โ€œI observed a Honda CRV (MA Reg. [# redacted]), a Toyota Camry (MA Reg. [# redacted]), and a Honda CRV (MA Reg. [# redacted]) in the parking lot,โ€ Officer Olivieri said. โ€œI then saw two males standing outside the vehicles and enter them once they saw the marked police cruiser.โ€

Officer Olivieri said he then made contact with two individuals, identified as Stiben Casado-Aybar and Aleanni Cepeda, who were inside the Toyota Camry.

โ€œUpon my approach, I observed a large subwoofer in the back seat,โ€ Officer Olivieri said. โ€œI then advised them that they were being placed under arrest for disturbing the peace. Stiben and Aleanni were then placed into handcuffs (DL) [double locked] and checked for tightness.โ€

Officer Olivieri said Casado-Aybar was searched for contraband (none was found) and placed into the rear of cruiser #04. Cepeda was placed into cruiser #06.

โ€œOfficer Clark and Corliss made contact with Randolf Garcia (defendant), Saul Cepeda (defendant), and Starlin Batista (defendant),โ€ Officer Olivieri said. โ€œOfficers advised the parties that they were being placed under arrest for disturbing the peace. They were then placed in handcuffs (DL) [double locked] and checked for tightness. They were then searched for contraband (none found).โ€

Garcia was then placed in the back of cruiser #05 for transport, Batista was placed into cruiser #15, and Cepeda was placed into the back of cruiser #02.

All of the vehicles were then inventoried and towed from the scene by Bradford Towing.

โ€œOnce at the station, they were introduced to the OIC [Officer in Charge] Lieutenant [James] Keenan,โ€ Officer Olivieri said. โ€œLieutenant Keenan advised them of the charges, Miranda rights, and rights to use the telephone. Officers [Miguel] Delos Santos and [Christian] Guzman assisted with translation.โ€

Aleanni Gomez Cepeda, 18, of Lawrence, was charged with the following:

Starlin Urena Batista, 18, of Methuen, was charged with the following:

Saul Jimenez Cepeda, 20, of Lawrence, was charged with the following:

Stiben Casado-Aybar, 19, of Methuen, was charged with the following:

Randolf Vasquez Garcia, 19, of Lawrence, was charged with the following:
