MILFORD — On Friday, Sept. 11, 2026, at approximately 8:48 a.m., the Milford Public Safety Communications Center received a report from an individual who said that a man approached their vehicle in the Louisa Lake parking lot and displayed sexually explicit photographs of females on his cellphone through the driver’s side window.
According to the Milford Police Department, at approximately 8:54 a.m., police located a man matching the description given by the victim, carrying an open container of alcohol near the entrance to Clark’s Island on the Milford Bike Trail.
Following an on-scene investigation, police arrested Fabian Morocho Chinchi, 39, of Milford, who was arrested and charged with the following:
- Distribute Obscene Matter
- Disturbing the Peace
- Disorderly Conduct
The Milford Police Department said Chinchi is presumed innocent until proven guilty in a court of law.
