
SHREWSBURY – On Monday, Sept. 12 at approximately 5:50 p.m., Patrolman Timothy Charland of the Shrewsbury Police Department was on uniformed patrol, driving through the White City Shopping Plaza, located at 50 Boston Turnpike.
As he passed the Shaw’s Supermarket, he was flagged down by a store employee.
According to Officer Charland’s Statement of Facts, the Shaw’s employee said a scared elderly woman just approached him, claiming that a homeless man wearing a striped shirt attempted to get into her car in the parking lot.
Shortly thereafter, Officer Charland found a man matching the description leaning over three juvenile girls sitting at a table in front of I-Craze Frozen Yogurt.
“The girls had a scared look on their faces as the disheveled-looking man was extremely close in proximity,” wrote Officer Charland in his Statement of Facts for the incident.
Officer Charland advised dispatch that he located the suspect, then got out of his car and motioned for the man – later identified as Shaun Dorkins, 56, a homeless Worcester resident – to approach him, which he did.
Officer Charland told Dorkins that he wanted to speak with him because an elderly woman said he tried to enter her vehicle in the Shaw’s parking lot, Dorkins replied saying “Are you f$ck*ng crazy?”
“While he spoke, I was overwhelmed with a strong odor of an alcoholic beverage,” wrote Officer Charland. Later adding, “The whole time, the male had his hand down the front of his pants, (not pockets), I asked him to remove his hands from his pants, which he did, however, he continued to be belligerent and verbally assaultive. I asked the male for an identification, to which he stated ‘I’m not giving you sh*t.’ I asked him what his name was, he stated ‘F&CK YOU.”
According to Officer Charland’s Statement of Facts, Dorkins put his hand back down his pants and told him to “Go f*ck himself” when asked to remove them again.
When Officer Charland asked him why he wasn’t removing his hands from his pants, Dorkins said “because I am holding a gun.” Officer Charland replied, “What did you say?” to which Dorkins retorted “You f*cking heard me!”
According to Officer Charland, he used a taser to apprehend Dorkins because Dorkins became assaultive as he attempted to detain him.
Dorkins was arrested and charged with Disorderly Conduct, Subsequent Offense, and Disturbing the Peace, Subsequent Offense.
Officer Charland pat frisked Dorkins for weapons. Dorkins didn’t have a firearm, but he did have a large rock in his pants.
