
LEOMINSTER – On the evening of March 12, 2023, Officer Caulin Salvi of the Leominster Police Department was dispatched to 92 Monarch Street following a report of a disturbance.
“When I arrived, I could hear a male and female talking inside the residence, I could hear nothing that sounded aggressive or agitated,” wrote Officer Salvi in his Narrative for the incident. “The door was opened by [the woman]. I asked her to step outside to speak with us and told the male, Leroy George, to stay inside.”
According to Officer Salvi, the woman appeared to be under the influence of alcohol, so it was difficult for her to answer his questions at times.
“I asked [the woman] to tell me what was going on and she told me that she and Leroy had been having trouble dealing with Leroy’s brother, Charles George. [The woman] told me that she and Leroy had just thrown a birthday party for Charles during which Charles was drinking,” wrote Officer Salvi in his Narrative. “[The woman] told me that Charles had become rather belligerent as the night went on, shouting obscenities at her and Leroy, [he] started acting ‘like an a$$hole’ and was getting into [the woman] and Leroy’s faces.”
According to police, the woman, 55, Leroy, 63, and Charles, 59, all live together at the Monarch Street residence.

Officer Salvi went back into the home to speak with Charles, whom, he said, also appeared to be under the influence of alcohol.
“Charles told me that he had been struck by his brother, Leroy. I confirmed with Charles that Leroy was his biological brother. I asked him to show me where he had been hit and he did not show me any marks. Leroy had a flushed face and was red in his head and neck,” wrote Officer Salvi in his Narrative.
Officer Salvi then asked Leroy for his side of the story.
Leroy told Officer Salvi that after his birthday party, Charles began aggressively pointing his finger in his face. After asking him to stop several times, Leroy concluded that Charles was going to hit him, so he shoved him out of the way in order to get him out of his face. The brothers then grappled with each other until [the woman] broke them up.
“I returned outside to speak with [the woman] again and Charles was being watched by Officer [Mario] Zylyftari,” wrote Officer Salvi in his Narrative. “I could see Charles aggressively pointing at Officer Zylyftari and asked [the woman] to stand by me and observe Charles. [The woman] stated that Charles had done the exact same thing to Leroy and to her but it had been done directly in their faces. Leroy was read the Abused Person’s Rights Form and was left a copy. I completed the Dangerousness form with Leroy and had attached a copy to his report. I determined that Charles had been the dominant aggressor and placed him under arrest for Assault. Charles was transported to the station for booking by Officer Zylyftari and was booked by Lieutenant [Ryan] Malatos.”
In his Statement of Facts, Officer Salvo characterized the incident as follows:
“On 3/12/23, a victim, known to the Commonwealth, stated that his brother, Charles George (3/12/64) had aggressively shot his fist and pointed his finger in his face. The victim stated that this placed him in fear of being struck in the face while in a private dwelling in The City of Leominster. This statement was corroborated by a witness [the woman] known to the Commonwealth.”
After he was booked, Charles was released on $140 cash bail.
He was arraigned in Leominster District Court on March 13.
