ASHBURNHAM — On Sunday, May 19, 2024, at approximately 6:47 p.m., Officer Quinn Smith of the Ashburnham Police Department was monitoring traffic on Gardner Road when he observed Victoria Boucher as she drove past him and entered the parking lot of Lucky Dragon II, a Chinese restaurant.

“I observed Victoria Boucher as the operator and only occupant of the above listed vehicle,” Officer Smith said. “Please note that I have conducted motor vehicle stops involving Boucher for no inspection sticker on multiple occasions in the past.”

According to police, Victoria J. Boucher, 43, is a delivery driver for Lucky Dragon II.

Officer Quinn ran Boucher’s registration through the FBI’s Criminal Justice Information Services (CJIS) database and found out that her license was suspended.

“I observed Boucher exit the vehicle and walk into Lucky Dragon,” Officer Quinn said. “I know that Boucher is a food delivery driver for Lucky Dragon.”

When Boucher exited Lucky Dragon II, Officer Quinn got out of his car, approached her in the parking lot, and advised her that she was being audio and video recorded.

“I advised Boucher I knew she had a suspended license,” Officer Quinn said. “Boucher stated that she did not know that she had a suspended license, but quickly changed her answer and stated that she did know of her suspended license status.”

Officer Quinn then told Boucher that he was going to issue her a citation for operating a motor vehicle with a suspended license.

“Please note that Boucher was cited for this same infraction on May 2, 2024,” Officer Quinn said. Adding, “I advised Boucher that she could leave her vehicle in the Lucky Dragon parking lot until she could get a licensed driver to remove it. Boucher stated that her cousin was coming to get the vehicle. Citation issued.”
