Clinton man arrested after throwing nips from Jeep outside his house, demanding police move cruiser following neighbor’s complaint

CLINTON — On Monday, May 27, 2024, around 8:50 p.m., Officer Brian O’Malley of the Clinton Police Department responded to Lewis Street following a report of a man throwing nips from a Jeep onto the street.

Officers Adam Prentiss and Kristopher Vazquez arrived as backup.

When Officer O’Malley arrived on scene, he observed a small gray Jeep parked on the side of the road in front of 24 Lewis Street, which was about 40 feet from the caller’s trailer on Flagg Street.

Inside the Jeep were two individuals: Lisa Welch, the driver, and James Flores, the passenger. Police reported that James J. Flores, 42, resides at 24 Lewis Street, the residence the Jeep was parked in front of. Welch – who owned the Jeep – is also a Clinton resident.

“I asked what was going on and described the nature of the call,” Officer O’Malley said. “The two explained that they had gone to the beach and now were dropping James off.”

Officer O’Malley noted that both windows of the Jeep were ajar and that Flores’ speech was slurred.

“I explained that the caller in the trailer stated he was throwing nips,” Officer O’Malley said. “James stated that his best friend killed himself in that house and then started yelling obscenities toward the trailer. As he was yelling this, the caller [name redacted] was outside the trailer speaking with Officer Prentiss. Officer Prentiss stated that the caller was annoyed and that this has been going on for several days.”

Officer O’Malley reported that despite Welch and Flores repeatedly saying they were going to leave soon, he did not depart, believing that Flores would continue “his disturbance” based on his behavior.

Several minutes later, while Flores was yelling at police to move the cruisers parked in front of his driveway, Welch said she would bring Flores inside his residence.

Officer O’Malley said that when both parties exited the vehicle, Flores was still yelling about the cruisers parked in front of his driveway.

Officer O’Malley said that Flores was unsteady on his feet as he walked across the street, even though it appeared as if Welch had to “pull him all the way” to get there.

“Once he was in the driveway he turned and began to clench fists and raise his arms and scream ‘Get off my f$ck*ng road. I know my f$ck*ng rights!’” Officer O’Malley said. “Based off James continued disturbance and belligerent behavior he was then placed under arrest for disturbing the peace/disorderly conduct. James did try pulling his hands from behind his back while we were handcuffing him, which were slippery from the rain.”

Flores was formally charged with:

  • Disturbing the peace – subsequent offense
  • Disorderly conduct – subsequent offense
