SHREWSBURY โ On Thursday, February 13, 2025, at approximately 7:53 p.m., Officer Jordan Carroll of the Shrewsbury Police Department was dispatched to 25 Bowditch Drive for a wellbeing check of two individuals allegedly slumped over in a 2005 Toyota Camry with Massachusetts plates.

โUpon arrival I observed a male individual who was slumped over the steering wheel in the driver’s seat of the vehicle and a female not responsive in the passenger seat of the vehicle,โ Officer Carroll said. โThe female was identified as Sirena Latrell Jackson-Parker.โ
According to police, Sirena L. Jackson-Parker, 43, is a resident of 550 Cambridge Street, Worcester, MA.

โI observed the male to be holding a clear, knotted off corner baggie with white residue in the bag, and a used hypodermic needle,โ Officer Carroll said. โThis individual was asked to step out of the vehicle and was identified as Ruben Rivera.โ
According to police, Ruben A. Rivera, 47, is a resident of 14 Crystal Street, Worcester, MA.
โTwo clear knotted off corner baggies with tan powder in the baggies were located in the right pocket of his jacket,โ Officer Carroll said. โThere were approximately 25 baggies weighing a total of 4.52 grams. Based on my training and experience, I determined the tan powder to be a Class A substance. I determined the tan powder to be Heroin and Fentanyl.โ
During their search of the vehicle, officers found nine white tablets weighing 1.44 grams, identified as Clonazepam, along with an orange straw with white powder residue on it. They also discovered two black containers with white residue on them, one of which contained a clear pipe. Additionally, a black scale with white powder residue and numerous clear baggies with white powder residue were recovered.
Officer Carroll stated that after searching the vehicle, police located 20 clear, knotted-off corner baggies containing tan powder inside Jackson-Parker’s purse, which was found on the floor of the passenger seat where she had been sitting. Also located in her purse was a ledger with names, dates, and drug transactions, according to Officer Carroll.
โBased on my training and experience these items are utilized for the use and distribution of drugs,โ Officer Carroll said. Later adding, โBoth parties knowingly engaged in the use of a Class A substance.โ
Jackson-Parker was charged with:
- Possess Class A Drug, Subsequent Offense
- Conspiracy to Violate Drug Law
Rivera was charged with:
- Possession with Intent to Distribute Class A Drug (Heroin 4.52 grams)
- Possess Class A Drug (Heroin 4.52 grams)
- Conspiracy to Violate Drug Law
- Possess Class E Drug (Clonazepam: 9 tablets, 1.44 grams)
Rivera failed to appear in court for his scheduled arraignment on February 14, 2025, leading to a default warrant being issued. He later attended an arraignment default removal hearing (DRH) on February 18, 2025 to address the missed court appearance.
On March 12, 2025, prosecutors filed a motion alleging a violation of pretrial conditions, which was granted, resulting in a non-bailable warrant. However, the warrant was later recalled, and Rivera was released under additional conditions, including mandatory treatment at Spectrum Health, participation in inpatient treatment if necessary, and signing releases for probation authorities to monitor his compliance.
His pretrial hearing is scheduled for April 17, 2025, though his presence may be waived if he remains in treatment.
Jackson-Parker was scheduled for arraignment on February 14, 2025, in Westborough District Court, but she failed to appear, resulting in a default warrant being issued. No further information was available on the docket, which was obtained through a FOIA request in March.
The lack of additional details in the docket could indicate that the case remains open with the default warrant still active, meaning she has not yet appeared in court to resolve the warrant or move the case forward.
