Passenger arrested after traffic stop in Shrewsbury escalates into confrontation with police

SHREWSBURY — A routine traffic stop near 39 Stoneland Road on Monday, February 24, 2025, escalated into a confrontation that resulted in the arrest of a passenger, according to court documents.

The individual taken into custody was later identified by police as Sebastian I. Ruiz, 24, of 38 Kenilworth Street, Roxbury, MA.

Officer Kafel stated that as officers conducted their investigation, Ruiz shifted around unusually inside the vehicle, despite being instructed to remain still. He allegedly escalated the situation by questioning the legitimacy of the traffic stop and responding aggressively after officers expressed concern about his movements.

“Ruiz stated to officers, ‘Well, I think you need to find a new job if you feel unsafe you pu$$y a$$ b*tch,’” Officer Kafel said. “This statement came after officers vocalized their concerns about Ruiz’s movements. As officers spoke to Ruiz, he began rolling up the window, ignoring officers’ commands not to, nearly closing the window on an officer’s hand.”

Officer Kafel reported that Ruiz quickly reached toward the right side of his waistband with his right hand, causing what officers described as an “extreme concern for safety.” As a result, officers removed Ruiz from the vehicle. While being escorted out of the vehicle, he allegedly tensed his entire body and began resisting attempts to detain him.

According to the report, officers forced Ruiz to the ground in an effort to place him in handcuffs, but he did not comply with commands and continued to tense up.

Then, when he was handcuffed on the ground, Ruiz forcefully kicked Officer Ahmed Kafel in the legs. As he was being handcuffed, Ruiz allegedly continued “yelling excessively” and directing insults at the officers, according to Officer Kafel.

“This behavior occurred in such a nature that caused many residents of Stoneland Road to exit their residences, as Ruiz’s tumultuous behavior caused a public inconvenience to many of the surrounding residents,” Officer Kafel said.

Ruiz was arrested and charged with the following:

1. Assault & Battery on Police Officer
2. Resisting Arrest
3. Disorderly Conduct
4. Disturbing The Peace

Ruiz’s bail was set at $500 cash.

He was arraigned in Westborough District Court on February 25, 2025. During his arraignment, the Commonwealth’s motion to revoke Ruiz’s bail was granted. A dangerousness hearing was also held during the arraignment, where a judge found Ruiz dangerous and ordered him held without bail. His next court date—a pretrial hearing—was scheduled for March 24, 2025, via Zoom.
