NEWBURYPORT — A routine traffic stop led to the arrests of a New Hampshire man and a Newburyport woman on multiple firearms and drug charges Thursday night, according to Newburyport Police Marshal Matthew Simons.
At approximately 10:37 p.m. on May 15, Officer Schyler Reilly observed a black Nissan Maxima with multiple safety equipment violations traveling near Storey Avenue and Woodman Way. During the stop, Reilly identified the driver as Charles Allen Jr., 58, of Seabrook, N.H., and the passenger as Susan Devlaminck, 49, of Newburyport.
A subsequent search of the vehicle uncovered a loaded .38 caliber revolver, which police say Allen did not have a license to carry in Massachusetts or any other state. Officers also discovered a clear plastic container holding approximately 6 grams of methamphetamine under the passenger seat, as well as eight .22 caliber bullets, a magazine, and several dangerous weapons including brass knuckles and a hammer.

Allen was arrested and charged with possession of a Class B drug, carrying a loaded firearm without a license, carrying a firearm without a license, four counts of carrying a dangerous weapon, and two counts of possession of ammunition without a Firearms Identification Card (i.e. FID card).

Devlaminck was charged with possession of a Class B drug.
Both individuals were taken into custody without incident and were scheduled to be arraigned in Newburyport District Court on Friday, May 16.
Officer Carley Siemasko, Officer Matthew Whitty, and Sergeant Megan Tierney assisted with the investigation and arrests.
“I cannot speak highly enough about the continued work of our officers to proactively combat criminal activity in our city,” said Marshal Simons. “I’m grateful to Officer Reilly and the other responding officers involved in this case.”
