CLINTON — On Wednesday, April 30, 2025, at approximately 11:00 p.m., Officer Matthew Champagne of the Clinton Police Department was on patrol, driving south on Main Street, when he noticed that the vehicle in front of him did not have any illumination on its rear license plate.

“As I got closer to the vehicle, I confirmed that there were no plate lights on displaying the numbers and letters,” Officer Champagne said.
Officer Champagne stated that, at that time, he activated his emergency blue lights and conducted a motor vehicle stop near the intersection of Main Street and Brook Street.
“I radioed the information of the vehicle, Massachusetts registration [# redacted], to dispatch and approached the driver’s side of the vehicle to be greeted by the operator, later identified as David Estrada Toste,” Officer Champagne said.
According to police, David Estrada Toste, 42, is a resident of Water Street in Clinton, MA.
“I asked for his license and registration and provided him with the reason for the stop,” Officer Champagne said. “He handed me his Puerto Rican driver’s license stating that he was visiting and going to see his brother on Beacon Street. While doing so, I saw he had a Massachusetts driver’s license in his wallet. I asked if I could also have that identification so I could get the license number. Mr. Estrada Toste was very hesitant with providing me the Massachusetts license stating, ‘It is old.’ I explained the number would still be in the system, and he provided me with it.”

Officer Champagne used the Mobile Data Terminal in his cruiser to run Estrada Toste’s Massachusetts driver’s license through the FBI’s Criminal Justice Information Services (CJIS) database, which indicated that Estrada Toste’s license was suspended.
“I also took notice of his driving history which showed he was cited for driving while suspended on March 29, 2025,” Officer Champagne said. “At this time, I requested another unit to my location.”
Shortly thereafter, Patrolman Michael Frick and Patrolman Kyle Grady arrived on scene.
“I spoke with Mr. Estrada Toste again and asked him about the status of his Massachusetts license,” Officer Champagne said. “Through conversation, he made it known that he was aware that he was suspended, speaking about a crash he was involved in on March 29, 2025, leading to a summons.”
Officer Champagne stated that, at that time, Estrada Toste was advised he was under arrest, placed in handcuffs, and secured in the rear of his police cruiser.
Estrada Toste was transported to the Clinton Police Station for booking.
“While being booked, Mr. Estrada Toste stated that he was suspended due to child support,” Officer Champagne added.
Estrada Toste was charged with the following:
- Operating a Motor Vehicle with a Suspended License
- Number Plate Violation
