Louisiana man who flipped truck in Rutland and fled identified through ex-girlfriend’s work order found in vehicle

RUTLAND — On Saturday, May 3, 2025, at approximately 12:02 a.m., Rutland Police Officers Samual Perotto and Brian Fleury were dispatched to the area of 4 Central Tree Road following an automatic crash notification from a vehicle, along with two separate 911 calls reporting a motor vehicle accident.

According to the National Highway Traffic Safety Administration, automatic crash notification is a feature in certain vehicles that alerts emergency services when a collision is detected—typically through sensors that respond to sudden deceleration or airbag deployment—even if no one inside the vehicle places a call. In this case, no contact was made with anyone inside the vehicle following the alert.

Officer Perotto said that, upon arrival, he observed the Rutland Fire Department on scene and a red Ford pickup truck with Louisiana plates lying on its side. He said the vehicle appeared to have been traveling northbound on Central Tree Road when it struck a stone wall, then collided with a tree on its passenger side before coming to a final rest lying on its driver’s side.

“This collision caused damage to the stone wall of house number 4,” Officer Perotto said. “A reporting party who contacted 911 stated that she observed a single male party fleeing from the truck then immediately run back towards it. Officer Brian Fleury and I checked the surrounding area with negative contact.”

Officer Fluery requested assistance from the Holden Police Department to patrol the area in case the operator was on foot and heading toward Holden.

“Due to unknown injuries, I requested Gardner Police K-9 and was informed that they were unavailable,” Officer Perotto said. “At this time, Holden Officer [Shaquille] Adjei and Sergeant [Jonathan] Santimore were unable to locate anyone as well. Officer Fleury requested another K-9 Unit, along with a drone unit. Barre and Auburn were contacted and were unable to provide a drone.”

Shortly thereafter, Holden Police Officer Bob Murray, a K-9 unit handler, responded to the scene and used his police dog to search the area for the driver’s scent, but the search did not lead to any findings.

“Officer Murray did advise us that his K-9 picked up a track on Naquag Street, heading eastbound in the direction of Holden,” Officer Perotto said. “This vehicle’s registered owner was a Mr. Leonard Boulet of Larose, LA. Dispatch contacted the local police in Larose, LA, to make contact with the registered owner and was unsuccessful.”

Officer Perotto said that Paxton Police Officer Dylan Havey then arrived on scene to assist with thermal imaging, which resulted in negative findings.

“Rutland Towing was requested to the scene,” Officer Perotto said. “Officer Fleury requested via dispatch to start a ping of phone (985)-2XX-XXXX, which was the number that sent crash alert notification. AT&T was contacted.”

At that point, Officer Perotto said Rutland Towing arrived on scene and successfully returned the pickup truck to an upright position on all four tires.

“This is when the phone was located while dispatch was attempting to ping it,” Officer Perotto recounted. “A motor vehicle inventory was conducted. During the inventory of the vehicle the cell phone was recovered as well as a rental agreement from Jed’s Hardware. The rental agreement had a date of 5/2 on it with a name of ‘Blanche Duggan’ as the renter and an OLN [Operator’s License Number] of (SXXXXXXXX), which came back to a Blanche Duggan of [street number and name redacted] Holden, MA, 01520.”

Officer Perotto said that at around 2:00 a.m., Holden Police Sergeant Santimore responded to the address and spoke with a woman named Ms. Duggan, who denied knowing anything about the work order.

Officer Perotto said that minutes after Holden police cleared from Ms. Duggan’s residence, the cell phone found in the truck began receiving text messages that were visible on the lock screen from a contact saved as “Boston Cream Pie.” The four text messages sent from “Boston Cream Pie” were as follows:

Text 1: “DID SOMEONE STEAL YOUR TRUCK???? Answer me!!!!”

Text 2: “Hello??????”

Text 3: “DID SOMEONE STEAL YOUR TRUCK??? Or are they talking about someone else???”

Text 4: “Did someone steal the truck?????”

Officer Perotto said three more text messages were received from a contact labeled “JEDSA,” which read as follows:

Text 5: “Saying u wrecked the truck and found an invoice from the truck w my name on it.”

Text 6: “Cops just came here.”

Text 7: “Ray im not sure who u are with or what u got into, but im not dealing with your sh*t. Whatever that is.”

Officer Perotto added, “Officer Brian Fleury entered Blanche Duggan into a search on Crime Tracer and a Mr. Ray Falgoust came back as a known associate of Ms. Duggan’s. Mr. Falgoust showed that he has the same mailing address…as Ms. Duggan.”

Officer Perotto said that Officer Fleury contacted the Holden Police Department, which confirmed that they had Mr. Falgoust in their in-house records and that the phone number on file matched the number of the phone found in the truck.

According to police, Ray Falgoust, 37, is a resident of Lagarde Street in Thibodaux, Louisiana.

“Officer Murray had advised Officer Fleury that Holden PD had been to this residence for a domestic between Mr. Falgoust and Ms. Duggan in the past,” Officer Perotto said.

Officer Brian Fleury then made contact with Duggan and informed her of the information he had received.

Duggan told Officer Fleury that she had previously blocked Falgoust’s number, which was saved in his phone as “Boston Cream Pie,” but unblocked it after Holden police left her residence that morning in an attempt to contact him following the crash.

“Ms. Duggan stated that her and Mr. Falgoust had a disagreement and he has not been staying here. Ms. Duggan stated that Mr. Falgoust is not from around here and [she] does not know who he has been residing with,” Officer Perotto said. “When asked about the truck Ms. Duggan stated Mr. Falgoust had been using that truck from a family friend back in Louisiana. Ms. Duggan stated to Officer Fleury that Mr. Falgoust could not leave the state as he has an upcoming court date this Monday May 5, 2025. According to CJIS [the FBI’s Criminal Justice Information Services (CJIS) database] Mr. Falgoust has a court date on Monday May 5, 2025, in Leominster District Court, in regards to the past domestic situation in Holden.”

Officer Perotto added, “Back at the station, the cell phone and Jed’s rental agreement were entered into evidence. With evidence from the witness and other information obtained during this investigation. It has led me to believe that Mr. Falgoust was operating the vehicle in question, and is being charged with the following offense:

Officer Perotto said that, due to Falgoust’s unknown whereabouts and current residence, he requested that the East Brookfield District Court issue a warrant for his arrest.
