TEWKSBURY — On Wednesday, July 16, 2025, at approximately 7:15 p.m., members of the Tewksbury Police Narcotics Unit observed a suspected drug transaction at a home on Ward Street involving a black 2004 Nissan Titan and another individual.
According to a statement from Tewksbury’s Police Chief Ryan Columbus, Tewksbury police along with assistance from Billerica police, pulled the 2004 Nissan over and identified the driver as Shawn Rich, 32, of Tewksbury.
“While conducting a search of his person, officers located a small clear bag containing a white powdery substance believed to be cocaine,” Chief Columbus said.

Through a preliminary investigation, officers were able to identify the other individual as James Brooks, 49, also of Tewksbury.
Police conducted a search of Brooks’ person and located a small bag of cocaine, and cash.
“The Middlesex Sheriff’s Office K9 Unit was called to the scene to search the Nissan,” Chief Columbus said. “No other contraband was found in the vehicle.”
Rich and Brooks were arrested without incident.
Brooks was charged with:
- Distribution of a Class B Drug, Subsequent Offense
- Possession with Intent to Distribute a Class B Drug, Subsequent Offense (two counts)
Rich was charged with:
- Possession of a Class B DrugÂ
Rich and Brooks were arraigned in Lowell District Court on Thursday, July 17, 2025.
