Rutland man charged with trespassing on protected DCR land after ranger’s trail camera captures images

RUTLAND — On Thursday, May 8, 2025, Sergeant Troy Chauvin of the Rutland Police Department responded to the area of Intervale Road and Charnock Hill Road after dispatch reported that a Massachusetts Department of Conservation and Recreation (DCR) ranger had called to report that he observed a person on DCR property who had previously been officially trespassed.

When he arrived on scene, Sergeant Chauvin met with the reporting party, a DCR park ranger, who reported that he had personally observed Dale Hogan on the property.

“[The ranger] also stated that he recognized Mr. Hogan from his previous encounters with him,” Sgt. Chauvin said. “[The ranger] reported to me that in October 2024, Mr. Hogan was served via registered mail a written notice of trespass by Mr. John Scannell, Director of Water Supply Protection. A copy of this notice was subsequently obtained and was submitted as documentation in this report for this matter.”

According to police, Dale F. Hogan, 42, is a resident of Prescott Street in Rutland, MA. Court documents indicate he’s a married tow truck operator.

Sergeant Chauvin said that on May 8, 2025, the ranger said that he observed Hogan driving a gold Honda CRV with Massachusetts Registration [# redacted] on the DCR’s Ware River Watershed property, which is a public way.

“[The ranger] positively identified Mr. Hogan as the operator of the vehicle and stated that he also recognized the vehicle as it had a distinctive Donald Trump rear tire cover and rear decal stickers on the rear window,” Sgt. Chauvin said. “[The ranger] also reported that he had also set up a trail camera on the roadway and may have a digital image of Mr. Hogan on the property.”

On May 9, 2025, Sgt. Chauvin received an email from the ranger containing three digital images of Mr. Hogan and his vehicle allegedly trespassing on DCR property, along with the ranger’s written DCR report detailing the incident.

“[The ranger’s] DCR report was also submitted as documentation in this matter,” Sgt. Chauvin said. Adding, “Based upon the above information and evidence, I have developed probable cause to believe that Mr. Hogan committed the crime of trespassing on state property. I am requesting that the criminal charge of trespassing on state property be issued against Mr. Hogan in this matter.”

Hogan’s arraignment was scheduled for May 14, 2025 in East Brookfield District Court.
