Montague woman with warrant for unlicensed dog arrested in Rutland after traffic stop reveals suspended registration

RUTLAND — On Tuesday, May 20, 2025, at approximately 8:13 a.m., Rutland Police Officer Brent Carpenter was conducting stationary school zone enforcement on Main Street when he observed a vehicle traveling eastbound at a speed he estimated to be well above the posted 20 mph limit.

“I estimated the vehicle to be traveling between 38 mph to 42 mph,” Officer Carpenter said. “The portable radar unit (Decatur 2) emitted an audible and digital numeric readout of 40 mph while the vehicle was in an active school zone. The flashing yellow lights displaying a speed limit of 20 mph was illuminated and flashing.”

Officer Carpenter activated the blue emergency lights on his cruiser and pulled the vehicle over at the Dunkin’ on Main Street.

“I approached the operator and advised her to pull into the fire station parking lot as it would be safer for her and I,” Officer Carpenter said. “The operator pulled into the gas station parking lot instead and pulled into a parking spot. I radioed into dispatch the location of the stop. The vehicle bearing MA [# redacted] revealed that the registration status was revoked due to insurance.”

Officer Carpenter said he approached the driver, later identified as Chloe Cook, and told her the reason for the stop.

According to police, Chloe Cook, 39, is a resident of Montague, MA.

“Ms. Cook was apologetic and was unfamiliar with the area,” Officer Carpenter said. “While speaking with Ms. Cook, I had asked her if she resides in Massachusetts to which she replied yes. When asked how long, she stated for about two years. The license Ms. Cook had given me was a Connecticut license. During my interaction with Ms. Cook, dispatch advised me that Ms. Cook had an active warrant. The warrant (failure to license her dog) was issued on Jan. 9, 2025. Ms. Cook was advised of her warrant status and was placed into custody.”

Bill’s Garage was called to the scene to tow the vehicle.

“Ms. Cook was secured in the rear passenger seat of my cruiser and transported back to the station without incident,” Officer Carpenter said. “Officer Foster arrived on scene and conducted a motor vehicle inventory search and stayed on scene until Bill’s Garage had taken the vehicle.”

Chloe Cook was charged with the following:

  1. Warrant
  2. Operating Motor Vehicle with Registration Suspended
  3. Uninsured Motor Vehicle
  4. Speeding Rate of Speed Exceeding Posted Limit
  5. Unlicensed Operation of Motor Vehicle

“Once back at the station, Ms. Cook was booked per department policy and was advised of her charges,” Officer Carpenter explained. “Sergeant [Ronald] Friberg transported her to court and I returned to my traffic grant.”
