WEBSTER — On Friday, Sept. 5, 2025, at approximately 10:51 a.m., Webster Police Officers Alex Johnson and David Brooks were in the area of Chase Avenue when they observed two men engage in what appeared to be a street-level drug transaction.
According to a statement from the Webster Police Department, Officer Johnson and Officer Brooks were patrolling the area as part of a targeted enforcement initiative by the department’s newly formed Special Services Unit (SSU). The SSU, comprised of officers and detectives under the supervision of Detective Sergeant Christopher Trainor, was established to address high-crime areas in Webster by focusing on drug activity, weapons violations, and other quality-of-life issues.
Officer Johnson identified the suspected drug dealer as Scott Kapurch, who he knew had two active warrants out for his arrest.

After observing the transaction, officers arrested the second man, who had thrown the crack cocaine he purchased into a wooded area.
“Mr. Kapurch fled on foot and other Officers with SSU were unable to locate him,” the Webster Police Department said in its statement. Adding, “Several hours later, around 1:15 p.m., Officer Johnson and Officer Brooks saw Mr. Kapurch walking with a woman on High Street and notified other fellow SSU members. After waiting for a safe time, Officers approached Mr. Kapurch on Barnes Street and he was placed under arrest by Officer Spencer Donovan.”
While he was being handcuffed, Kapurch attempted to hand a small cross-style bag to the female accompanying him.

Officer Brooks took possession of the bag and searched its interior pockets. Inside, the officer found 8.5 grams of crack cocaine, more than 3 grams of purple fentanyl packaged in multiple small baggies, suboxone, several vials of methadone, a scale, and numerous empty, twisted sandwich baggies. He also located $227 in cash, believed to be proceeds from drug distribution.
Scott Kapurch, 32, of Wall Street, Webster, was arrested and charged with the following:
- Dudley District Court Warrant – Original Charges: Possession of Class B Drug, Possession to Distribute Class A Drug (Fentanyl)
- Dudley District Court Warrant – Original Charges: Possession of Class B Drug (two counts)
- Possession of Class B Drug (Methadone)
- Possession with Intent to Distribute Class B Drug (Crack Cocaine)
- Possession with Intent to Distribute Class B Drug (Suboxone)
- Possession with Intent to Distribute Class A Drug (Fentanyl)
