Worcester woman caught driving unlicensed in West Boylston after officer runs plate on a hunch

WEST BOYLSTON — On Sunday, July 13, 2025, at around 5:27 p.m., West Boylston Police Officer Cody William was parked in front of Cumberland Farms at 184 West Boylston Street conducting stationary radar when—acting on a hunch—he ran the registration of a northbound vehicle through the FBI’s Criminal Justice Information Services (CJIS) database using his cruiser’s mobile data terminal.

“I activated my cruiser’s emergency blue lights and attempted to stop the vehicle,” Officer William said.

The vehicle stopped in front of 130 West Boylston Street.

“I approached the operator and advised her the reason for the motor vehicle stop. I asked her for her license to which she replied she did not have one,” Officer William said. “I asked for identification to which she stated she had no identification on her at this time. She provided me with a name, date of birth, and address. The operator was identified as Ms. Evelinda Johana Osorio Moran.”

According to police, Evelinda Johana Osorio Moran, 21, resides in Worcester, MA.

“The operator spoke broken English (her preferred language is Spanish), so we used a translator app on her phone to communicate. I asked her where she was from to which she replied Guatemala,” Officer William said. “She stated she is in the process of trying to obtain a valid license. I asked her how long she has been living in the United States to which she replied four years. I advised Ms. Moran to try to have two individuals come to the scene with valid licenses so that they could take control of the vehicle because she is not allowed to be driving.”

Officer William said Moran had two friends come to the scene and take possession of the vehicle.

“Ms. Moran was given a print out in Spanish that stated she would be receiving a letter from the court by mail with a date on that letter that she will need to attend,” Officer William said.

Evelinda Johana Osorio Moran received a criminal citation in hand and was charged with the following:

  • Unlicensed Operation of Motor Vehicle
  • No Inspection Sticker

Moran’s arraignment was scheduled for July 14, 2025, in Clinton District Court.
