DUDLEY — On Tuesday, November 11, 2025, at approximately 5:28 p.m., Officer Luis Pacheco of the Dudley Police Department was monitoring traffic at the intersection of Cemetery Road and Oxford Avenue when he observed a red vehicle with Massachusetts plates pass his location.

“I performed a routine registration inquiry on my mobile data terminal (MDT), which displayed the registered owner to have an active arrest warrant,” Officer Pacheco said. “At this time, I activated my overhead blue cruiser lights and safely pulled out of my location to initiate a motor vehicle stop. Due to traffic conditions, the vehicle pulled over in the area of 31 Oxford Ave.”
Officer Pacheco exited his cruiser and approached the driver, later identified as Jose Serrano Maldonado, who provided his license and registration upon request.
According to police, Jose O. Serrano Maldonado, 39, is a resident of Webster, MA.
“I then confirmed with dispatch Serrano Maldonado had an active arrest warrant,” Officer Pacheco said.
At this time, Officer Dylan Reney arrived on scene to assist.
“I requested Serrano Maldonado to exit the vehicle and advised him he had an active arrest warrant,” Officer Pacheco said. “Serrano Maldonado was handcuffed behind his back (DL) [double-locked] and was escorted to the rear of his vehicle.”
Before placing Maldonado in his cruiser for transport, Officer Reney searched him and found a small clear plastic bag containing a white powdery substance inside Maldonado’s wallet.
“Based on my training and experience, this white powdery substance appeared to be cocaine (Class B narcotic),” Officer Pacheco said.
Serrano Maldonado was then transported to the Dudley Police Department for booking.
Jose O. Serrano Maldonado was arrested and charged with the following:
- Out of Agency Warrant
- Possess Class B Drug
Serrano Maldonado’s bail was set at personal recognizance. He was arraigned in Dudley District Court on Nov. 12, 2025.
Serrano Maldonado’s next court date is a pretrial hearing scheduled for January 1, 2026.
