SOUTHBOROUGH — On Thursday, Dec. 4, 2025, at approximately 2:00 a.m., Southborough Police Officer Panajoti Samarxhi was on patrol on Turnpike Road when he determined that a black 2006 Honda Pilot did not have a valid inspection sticker.
According to a statement from Southborough Police Chief Ryan Newell, Officer Samarxhi stopped the vehicle and spoke with the driver, later identified as Charlene Marie Milburn, 26, of Worcester, and learned her driver’s license had been suspended in Rhode Island. A male passenger in the vehicle, identified as Jonavin Camacho, 24, of Worcester, told Officer Samarxhi he also didn’t have a valid driver’s license.
“The driver and passenger were informed that the vehicle would be towed,” Chief Newell said in the statement.
At around this time, Sergeant Thomas Rock and Detective Anthony Vega arrived on scene to assist.

During an inventory of the vehicle, police located a black handgun in the vehicle’s unlocked center console.
“The handgun was loaded with seven bullets, four of which were hollow-points and the other three were Full Metal Jacket (FMJ) rounds,” Chief Newell said. “Camacho and Milburn were arrested and handcuffed. A background query revealed that neither occupant had a license to carry a firearm. Since neither the driver nor the occupant claimed responsibility for the gun, the vehicle inventory became a vehicle search.”
During their search of the vehicle, police also found a second magazine loaded with six FMJ rounds and a small plastic bag containing 115 unmarked red and black pills.
“Detective Vega determined the handgun, a 0.45-caliber Colt 1911, had never been registered with the Department of Criminal Justice Information Services (DCJIS) Firearms Records Bureau (FRB),” Chief Newell said.
Charlene Marie Milburn was arrested and charged with the following violations/offenses:
- Possession of Ammunition Without a FID Card (Misdemeanor)Â
- Class E Drug Possession (Misdemeanor)Â
- Carrying a Firearm Without a License (Felony)
- Unlicensed Operation of a Motor Vehicle
- No Inspection Sticker
- Equipment Violation
Jonavin Camacho was arrested and charged with the following:
- Possession of Ammunition Without a FID Card (Misdemeanor)Â
- Class E Drug Possession (Misdemeanor)Â
- Carrying a Firearm Without a License (Felony)
“Both Camacho and Milburn were transported to Westborough District Court, where bail was set at $5,000 each,” Chief Newell said.
