MILFORD — On Saturday, February 22, 2026, at approximately 2:39 a.m., Milford police were dispatched to the Oak Ridge Apartments on Pheasant Circle after a 911 caller reported a possible disturbance during which a dog may have been thrown from a balcony.
According to the Milford Police Department, when officers arrived on scene, they located a small gray dog that was severely injured and partially buried in a snowbank beneath the apartment associated with the disturbance.
Police immediately began arranging medical treatment for the dog while additional units responded to the apartment.
While searching the apartment, police located Alex De Oliveira, 25, of Milford, hiding in the bathroom.

According to Milford police, De Oliveira appeared visibly upset and showed signs of intoxication.
The on-scene investigation determined that De Oliveira was alone in the apartment and had allegedly become upset during a phone call with someone in Brazil.
“This is a senseless, inexcusable attack on a defenseless animal.” said Milford Police Chief Robert Tusino. “The depravity of some individuals is beyond comprehension to those of us who consider animals part of our family.”
The injured dog was transported to Tufts Animal Hospital in Grafton for treatment.
At approximately 3:31 a.m., De Oliveira was taken into custody.
Alex De Oliveira, 25, of Milford, was arrested and charged with the following:
- Cruelty to animal
- Disturbing the peace
- Vandalize property
Following his arrest, De Oliveira was released on $5,000 bail.
