Two Webster men arrested after replica handgun was brandished at accident scene

WEBSTER — On Wednesday, April 8, 2026, at approximately 7:06 p.m., Webster police and EMS personnel responded to the 40 block of Negus Street following a report of a motor vehicle crash involving a minivan and a motorized bike.

According to the Webster Police Department, numerous callers reported that the person on the bike was on the ground and injured.

When officers arrived on scene and began their investigation, Webster EMS were treating the rider of the motorized bike. Officers identified the driver of the minivan as Joseph Miller.

Police said Miller showed signs and indicators that he was under the influence of alcohol and ultimately refused to participate in standardized field sobriety tests. He was then placed under arrest.

While officers continued their investigation, they spoke with another witness who reported that a man had just pulled a black handgun on him at the same accident scene.

According to police, the witness said he was assisting the person who had been struck by the minivan when a pickup truck came speeding down Negus Street toward the crash scene. The witness waved his hands at the driver of the pickup truck in an attempt to get him to slow down. According to the witness, the driver then stopped, got into an argument with him, and then retrieved a black handgun from inside his vehicle. The man then got back into his truck and left the area.

The witness provided police with a license plate number. Investigators determined the pickup truck was registered to Robert Lewis, who was later confirmed as the suspect who displayed the handgun.

According to the Webster Police Department, Webster police detectives applied for and obtained an emergency arrest warrant several hours later, along with a search warrant for Lewis’ residence. The Central Massachusetts Law Enforcement Council SWAT Team was also requested to respond because of the possibility that Lewis might brandish a handgun again.

At approximately 2:02 a.m., Lewis was taken into custody at his residence without incident, according to police. A search later revealed two black BB handguns, one of which was a Glock 17 replica pistol.

Robert Lewis, 57, of Harris Street in Webster, was arrested and charged with:

  • Assault with a Dangerous Weapon (Handgun)
  • Disorderly Conduct
  • Disturbing the Peace

The driver of the mini van, Joseph Miller, 71, of Nancy Drive in Webster, was arrested and charged with the following:

  • OUI – Liquor
  • Negligent Operation of a Motor Vehicle
