
LOWELL — On Tuesday, July 21, 2026, city officials and community partners celebrated the opening of Suffolk Place, a four-story development containing 33 affordable condominiums in the Acre neighborhood.
City Manager Thomas A. Golden Jr. announced that he joined Mayor Erik Gitschier and representatives from MassHousing, Rockland Trust, and the Merrimack Valley Housing Partnership for the ribbon-cutting ceremony at 408 Suffolk Street.
Developed by Will Soucy and Don Garcia of Suffolk Place, LLC, the four-story condo complex stands at the corner of Suffolk and Market streets and also includes commercial space on the first floor.
The development contains 30 one-bedroom condominiums and three three-bedroom units. The homes are available to households earning between 80% and 100% of the area median income, with prices ranging from $199,000 to $330,000.
The project was funded by Rockland Trust, Lowell’s Community Preservation Act, and MassHousing’s Commonwealth Builder Program, which supports affordable homeownership projects in Gateway Cities.
The city is also using federal HOME funds from the U.S. Department of Housing and Urban Development to provide down-payment assistance to eligible first-time buyers.

The Merrimack Valley Housing Partnership is serving as the lottery and marketing agent for HUD, while also offering homebuyer education and counseling. Several units at Suffolk Place are still available on “a first-come, first-served” basis.
“The partnership that created this building is making dreams come true by providing families with education, counseling, down payment assistance, and affordable financing to achieve homeownership,” City Manager Golden said.
