Worcester massage parlor where woman was murdered under investigation by state business regulators

WORCESTER — Angies Bodywork spa, the massage parlor in Worcester where a woman was fatally shot on Thanksgiving is currently under investigation by state business regulators.

The state’s Office of Consumer Affairs and Business Regulations is investigating a complaint filed against the spa, MassLive reports.

The Office of Consumer Affairs and Business Regulation, led by Undersecretary Layla R. D’Emilia, oversees five regulatory agencies, according to it’s website: the Division of Occupational Licensure, Division of Banks, Division of Insurance, Department of Telecommunications and Cable, and the Division of Standards.

Additional details about the nature of the complaint were not immediately available. The spa is currently listed as “temporarily closed” on Google Maps.

What transpired at Angies Bodywork Spa?

On Nov. 23, at about 2 a.m., a man – later identified as Marchel Santos-Padgett, 31, of Leicester, and an unidentified woman entered the spa. The two remained in the spa for about a half hour before Padgett shot the woman in the head and was then caught on surveillance footage leaving the building with a gun in hand, Assistant District Attorney Terry McLaughlin said during Santos-Padgett’s second court appearance on Dec. 13.

How was the incident investigated?

According to Worcester police, on Nov. 23, at about 11:37 a.m., police were dispatched to Angie’s Bodywork Spa at 383 Pleasant Street following a report of a “female experiencing a possible medical issue.”

When officers arrived on scene, they were flagged down by a man who directed them to an unconscious woman. Police gave the woman medical aid until she was pronounced dead by Worcester paramedics.

Worcester police deemed the death “suspicious” and began their investigation, which led to Santos-Padgett, who was caught on surveillance footage at the spa and whose license plate was obtained by a license plate reader in the vicinity of the massage parlor.

“Officers viewed surveillance video, got a clear photo of Santos-Padgett, identified him with a CJIS [Criminal Justice Information Services] check of his vehicle in the vicinity which was caught on a license plate reader of his license plate,” police wrote in court documents obtained by the Telegram & Gazette. The documents did not specify a motive for the crime or the vocation of the victim.

Santos-Padgett was charged with the woman’s murder and arrested on Friday, Nov. 24, at 4 Columbia Park in Haverhill, where his children live with their mother.

The female victim’s name has not been released, but she has been identified. Her family live in China.

During Santos-Padgett’s second court appearance, his charges were increased to the following: one count of murder, one count of possession of a firearm while committing a felony, one count of carrying a firearm, one count of carrying a large-capacity firearm, one count of assault and battery with a firearm and one count of carrying a loaded firearm without a license.
