Clinton woman arrested after smashing neighbor’s and her own apartment windows, resisting police during arrest

CLINTON — On Tuesday, December 3, 2024, at approximately 2:01 p.m., Officer Kristopher Vazquez and Officer Adam Prentiss of the Clinton Police Department were dispatched to an apartment at 55 Green Street following a report that a woman was destroying property.

“We were met on scene by the property manager named Katie [last name redacted],” Officer Vazquez said. “Officers were provided with a photocopy of a Canadian license belonging to Jillian D. Mood ([DOB REDACTED). Katie stated that Jillian had used a book to smash both her neighbor’s apartment window ([Unit] D160) and her own ([Unit] D162), while she was in the hallway of the apartment. The windows were visibly damaged and there was broken glass on each of the windowsills. Katie added that there was security video footage of the incident. She emailed the video to my department email.”

According to police, Jillian Dawn Mood, 44, is a resident of 55 Green Street, Unit D162, Clinton MA.

“Upon viewing the video, Jillian can be seen stumbling around as if she were drunk,” Officer Vazquez said. “She was wearing black UGG style boots, black leggings, and a black tank top style shirt. She then took what appeared to be a large book and threw it at her neighbor’s window with such force that the book bounced back several feet. She then picked the book up and forcefully threw it at her apartment’s window three consecutive times before entering her apartment.”

Officer Vazquez said that after he spoke with Katie, he briefly spoke with the resident of unit D160 who happened to be home at the time.

“He stated that he did not know Jillian,” Officer Vazquez recounted. “He expressed that her shattering his window was ‘random.’”

Then, after Officer Geraldo Guerra, Officer Alexander Ruel, and Detective Christopher Cornelius arrived on scene, Officer Vazquez said he began knocking on Mood’s door.

“After several loud knocks on her door, announcing our presence, and speaking with her through the shattered glass, she came to the door,” Officer Vazquez said. “As soon as she opened the door, I was overtaken with a strong odor of an alcoholic beverage emanating from her person. I advised Jillian that she was being placed under arrest. Upon hearing that, Jillian replied ‘no,’ and backed up into her home attempting to negotiate with officers. As Patrolman Guerra stepped forward, Jillian began quickly retreating away from officers. Patrolman Guerra and I grabbed Jillian, guided her to face away from us, and put her hands behind her back. As I was about to place handcuffs on Jillian, she began to pull her left hand away from my grip. I had to forcefully place her hand once again behind the small of her back and handcuff her. Due to Jillian being barefoot, we gave her an opportunity to put her black UGG style boots on, however she refused.”

Officer Vazquez added, “The apartment seemed like a bomb had gone off inside. There were two upholstered chairs, one on its side, and the other missing a cushion. There were flowers removed from their vase, and laying on the floor. I could see what appeared to be a wooden piano laying on its face, keys down, and its wooden bench nearby on its side. There were also blankets, an empty nip bottle, what appeared to be cardboard boxes, clothes, and shoes thrown about as well.”

Officer Vazquez stated that as police were escorting Mood out of the apartment, she forcefully kicked the door frame, pushing officers backward in an attempt to prevent them from leaving.

“Once in the hallway, Jillian voluntarily gave up control of her legs and dropped to the floor while yelling,” Officer Vazquez said. “Patrolman Guerra and I stumbled in an attempt to maintain balance. We lifted Jillian back up and she began aggressively leaning back and placing her feet in front of her while still yelling. She was forcefully kicking at the floor in an attempt to stop all forward progress.”

Officer Vazquez stated that as Mood resisted officers in the hallway, Katie and two others watched the events unfold. Officers observed them quickly moving to the side of the hallway against the wall, appearing alarmed and shocked.

“Due to Jillian aggressively resisting, her tumultuous behavior, yelling, and apparent disturbance of observers, Patrolman Guerra and I picked Jillian up by each of us holding a leg (at the knee) and an arm and carried her outside of the apartment building,” Officer Vazquez said.

Mood was placed in the back of Patrolman Ruel’s cruiser and transported to the Clinton Police Department.

“While in the booking area of the Clinton Police Department, Jillian continued the same tumultuous behavior,” Officer Vazquez said. “She refused to answer standard booking questions like, ‘what is your date of birth?’ and ‘how to you spell your last name?’ Due to Jillian refusing to cooperate with the booking process, the decision was made to remove the handcuffs from her wrist and place her into a cell. Jillian became even more enraged, yelling even louder, while still resisting officer’s verbal commands. I observed Jillian kick Lieutenant Joanne Duggan in the right leg as Lt. Duggan was speaking to her. Jillian was subsequently forced to the floor where she was uncuffed by me. Due to Jillian continuing to resist, she was carried by Lt. Duggan, Patrolman Guerra, Patrolman Prentiss, and I, and placed into a cell. While Patrolman Prentiss was carrying her by her ankles, Jillian forcefully kicked at him, hitting him in the mouth with her foot.”

Officer Vazquez added, “After Jillian sobered up, and no longer posed a threat to officer’s safety, she was booked and afforded all applicable rights including Miranda and a phone call.”

Mood was charged with the following:

  1. Wanton Destruction of Property (two counts)
  2. Assault and Battery on a Police Officer (two counts)
  3. Resisting Arrest
  4. Disturbing the Peace
  5. Disorderly Conduct
