Framingham man with international license cited in Rutland for unlicensed operation and inspection violations

RUTLAND — On Thursday May 9, 2025, at approximately 11:22 a.m., Lieutenant Daniel Collinge of the Rutland Police Department was monitoring traffic near 140 East County Road when he observed a southbound vehicle without a front license plate.

“The vehicle did not have a front license plate or inspection sticker but did have a red rear Massachusetts registration,” Lt. Collinge said.

Lt. Collinge said he stopped the vehicle and identified it as a blue 2013 Chrysler Town and Country with Massachusetts plates.

“I made contact with the operator/registered owner Ido Yakir,” Lt. Collinge said. “When asked, Yakir provided me with an Israeli driver’s license. I asked Yakir where he lived and he confirmed that he has been living in Massachusetts at [# redacted] Worcester Road in Framingham for over a month.”

According to police, Ido Yakir, 22, is a resident of Worcester Road in Framingham, MA.

“I later confirmed via CJIS [the FBI’s Criminal Justice Information Services (CJIS) database] that YAKIR registered the vehicle out of this address on March 11, 2025. The vehicle was not inspected,” Lt. Collinge said. “I returned to the vehicle an explained the inspection process, as well as the requirement to obtain a Massachusetts driver’s license. Yakir indicated he understood.”

Lt. Collinge served Yakir a citation in-hand for the following offenses:

  • Unlicensed Operation of a Motor Vehicle
  • No Inspection Sticker
  • Number Plate Violation

“Nothing further to report at this time,” Lt. Collinge said. Adding, “I wore a body camera during this incident. I would like to note that this report is a documentation of events based on my recollection and perspective, and that I may have observed events that were not captured on camera, and that the camera may have captured events that I did not personally observe.”

Yakir’s arraignment was scheduled for East Brookfield District Court on May 12, 2025.
