LEOMINSTER — The Leominster Conservation Commission postponed its Orchard Hill Park Drive hearing on Nov. 18, 2025, after the applicant requested a continuance that morning to address a 17-page hydrologic storm water analysis.
Commission Chair Chuck Raymond informed residents at the outset that the hearing would not proceed. “We will not be doing the Orchard Hill hearing tonight. We won’t be taking any questions,” Raymond said. Later adding, “We got a report from several folks and we forwarded it to the applicant. They are going through it. They need to digest that and come up with a proper response.”

Conservation Agent Jesse Averka told the Commission that the applicant requested the continuance the morning of the meeting. “It has been last minute every time. I heard from them this morning requesting to continue, and as soon as I do, I update the website,” Averka said.
Commission Vice-Chair Richard Gullick, speaking directly to Averka, asked that he relay the concern to the applicant. “Could you ask them to give us a little more warning?” Gullick said.
Gullick then referenced the material that prompted the continuance. “I tried to get through it all today — all 17 pages — and didn’t get there,” he told Averka. Later adding, “It’s just not fair for them to have to go back and look on the tape or try to catch everything that Matt Marro says in response to 17 pages of detailed hydraologic storm water analysis.”
Gullick asked Averka to obtain a written, itemized response from the applicant. “I would like a written response to that,” he said. Later adding, “It would be much easier for us to review.”
The Orchard Hill Park Drive hearing is scheduled to return on Dec. 9 unless the applicant requests another continuation.
