HUBBARDSTON — The Hubbardston Select Board voted on Monday, Dec. 1, 2025, to appoint two temporary inspectors after learning the town has received no new applicants for its vacant building commissioner position.
The board voted to hire former Building Commissioner Robert “Duffy” Lanciani as interim building commissioner at $60 per hour, with outgoing commissioner Dave Horne serving as the alternate building inspector. Horne will serve for a term until the end of June 2026.
Select Board member Heather Munroe said that Lanciani has upcoming medical appointments and he’ll be out, during which time, Horne will fill in.
“This allows for continuity of services for the public,” Munroe said. Later adding, “So, let’s say that Duffy is out for a few days for medical or anything else, for surgery, and he’s unable to do an inspection, he can either call Dave directly, or Sadie [the clerk for the building department] can give Dave a call.”
Munroe added that Horne will continue to be paid what he is presently being paid now, which is $50 an hour. Before moving to appoint Horne as the alternate building inspection until the end of June 2026, Munroe asked how the board felt and Vice Chair Kathryn Young said she agreed.
“I think continuity is very important especially someone that is trying to build something,” Young said. “They don’t want to hear excuses — you know, the town’s problems — they want their stuff inspected. So we need someone to be able to deal with it in a timely fashion.” A motion to appoint Horne as the alternate building inspector was then approved unanimously by the board. The board voted to make Lanciani the interim building commissioner during the consent agenda vote earlier in the meeting.
Later in the meeting, during a discussion on the town’s open positions, Munroe briefed the board on the stalled recruitment effort for the building commissioner position. “Building commissioner, so I have not heard anything else about receiving any applications,” Munroe said. “I talked to Nate [Town Administrator Nathan Boudreau] earlier today and he didn’t mention anything about additional applications coming in.”
