WESTMINSTER โ On Monday, Nov. 3, 2025, at approximately 12:17 p.m., Westminster Police Officer Andrew Loescher was on patrol when a Battles Road resident called to report that a man who had parked at her home earlier and offered to pave her driveway had returned and found his vehicle disabled in front of her house.

โBattles Road is a public way maintained by the Westminster Department of Public Works and is also a dead end/cul-de-sac,โ Officer Loescher explained. โOfficer [Patrick] Porpora and I arrived a short time later, but were unable to locate the vehicle in front of the reporting party’s home.โ
Officer Loescher and Officer Porpora drove to the end of the road, where a vehicle with New Hampshire plates that was occupied by four individualsโincluding the driver, who was wearing a high-visibility vestโwas traveling in the opposite direction. Officer Loescher said a large white dump truck hauling a trailer loaded with paving equipment followed behind the vehicle and turned into the cul-de-sac.
โOfficer Porpora exited his vehicle and spoke to the operator of the first vehicle,โ Officer Loescher said. โThe left rear passenger told me they were soliciting and believed the driver of the dump truck had a permit. Officer Porpora continued to speak to the vehicle occupants while I went to speak to the dump truck driver.โ
Officer Loescher said that as he approached the white Chevrolet 7500 dump truck, he took note of the front Massachusetts commercial license plate number and called it into dispatch. The registration came back to a 2005 white Ford dump truck registered to Lenrry Guerrero.
According to police, Lenrry F. Guerrero, 35, is a resident of Fitchburg, MA.
โI told Lenrry the reason for the interaction and he told me he had talked with the reporting party earlier and when they returned, she changed her mind,โ Officer Loescher said.
Officer Loescher then asked Guerrero if he had a permit to solicit, and Guerrero said it was in the process of being processed through city hall.
โI asked Lennry if it was the Westminster City Hall and he said no,โ Officer Loescher said. โLenrry told me he was supposed to be working in Fitchburg, but some customers backed out so he and his workers were driving around looking for business. Lennry eventually told me he didn’t have a license, the plates on the dump truck were attached from another truck his sister owns and that the plate on the trailer came off of his box truck. The plate on the trailer was MA CO: XXXXXX (2002 white/yellow Isuzu).โ
Officer Loescher said he radioed the information to dispatch and had Guerrero exit the truck so he could speak with him further.
โOfficer Porpora indicated he would be removing passengers from the first vehicle, so I placed Lenrry in handcuffs (DL) [double locked] and detained him in the rear of my cruiser,โ Officer Loescher explained.
Officer Loescher said that dispatch informed him that the plates on the dump truck had, in fact, come back to a white Ford dump truck. Dispatch added that Guerrero had a suspended Massachusetts license and the plate on the trailer, which was registered to an Isuzu truck, was revoked for insurance.
Officer Loescher said he went to his cruiser and ran Guerreroโs driverโs license number through the FBIโs Criminal Justice Information Services (CJIS) database in the mobile data terminal in his cruiser, and confirmed that Guerreroโs license had been suspended for an operating under the influence of liquor charge in 2022.
Officer Loescher said Guerrero told him the Chevrolet dump truck was not registered or insured, and that he had taken the plates and put them on the truck because he needed to make money.
โLenrry also told me he took the plate on the trailer from his box truck and put it on the trailer,โ Officer Loescher said. Adding, โLenrry’s driver history indicated multiple unlicensed operation charges. See below.”


Officer Loescher said that while he transported Guerrero to the station for booking, Officer Porpora stood by for the tow.
“Officer Porpora removed the plates from the vehicle and trailer,” Officer Loescher said. “Lenrry was booked without incident and later brought to Gardner District Court.”
Lenrry F. Guerrero, 35, of Fitchburg, was charged with the following violations/offenses:
- Operating Motor Vehicle with License Suspended, Subsequent Offense
- Number Plate Violation to Conceal ID (two counts)
- Uninsured Motor Vehicle
Officer Loescher added, “A certified copy of Lenrry’s license was requested and an Operating After Suspension affadavit will be sent to the Registry of Motor Vehicles.”
Guerrero was arraigned in Gardner District Court on Nov. 3, 2025. During Guerrero’s arraignment, Judge Mark Goldstein, at the Commonwealth’s request, struck “subsequent offense” from the operating a motor vehicle with a suspended license charge, decriminalized the charge, found Guerrero responsible, and fined him $100.
For the two number plate charges for concealing identification, Judge Goldstein decriminalized the offenses, found Guerrero responsible, and imposed a $100 fine.
Judge Goldstein dismissed the uninsured motor vehicle charge at the request of both the Commonwealth and the defendant, and for the charge of unregistered motor vehicle, Judge Goldstein found Guerrero not responsible.
