CLINTON โ€” On Tuesday, April 14, 2026, at approximately 8:04 p.m., the Clinton Public Safety Dispatch Center received a 911 call from a man, identified as 21-year-old Daniel Weaver, who reported that he was driving behind a black Acura SUV on High Street that was speeding, crossing the double yellow lines and operating erratically.

โ€œDaniel continued to follow the vehicle onto Church Street, to Central Park,โ€ Clinton Police Officer David Johnson said. โ€œThe vehicle parked in a parking spot and he lost sight of the operator. A short time later, I arrived on scene with Patrolman Gerald Guerra and Patrolman Jacob Brescia.โ€

Officer Johnson said the vehicle was a black 2019 Acura RDX with Massachusetts plates.

โ€œIt was turned off and unoccupied,โ€ Officer Johnson said. โ€œA male party, later identified as [29-year-old] Efrain Torres Rodriguez approached the Acuraโ€™s driver side door. Patrolman Guerra spoke with him and advised him of the report. Efrain denied operating the vehicle and entered the vehicle as it started to rain heavily.โ€

Officer Johnson said Efrain provided Officer Guerra with a Massachusetts identification card.

โ€œDispatch confirmed this to be an identification card only through the RMV records,โ€ Officer Johnson said. โ€œAs we drove away, Efrain did not operate the vehicle as it remained turned off. I took note of the reporting party, who was also parked in a parking spot near the Acura.โ€

Officer Johnson said that a few minutes later, dispatch received another 911 call from Weaver.

โ€œThis time, Daniel stated that the male, Efrain, had backed out of his parking spot, striking a pickup truck after we left,โ€ Officer Johnson said. โ€œDaniel further stated that Efrain left the scene heading westbound on Church Street.โ€

Officer Johnson, Officer Guerra and Officer Michael Fazio located Rodriguez in the rear parking lot of Saint John the Guardian of Our Lady Parish church at 80 Union Street.

โ€œThe vehicle was running, the front and rear lights were on and Efrain was seated on the driverโ€™s seat,โ€ Officer Johnson said. โ€œWe approached him and began a conversation. The Acura had minor scratches to the right side of the rear bumper.โ€

Officer Brescia went to Central Park and confirmed the damage to the truck.

โ€œAfter our conversation with Efrain, I placed him under arrest, in handcuffs (DL) [double locked], and escorted him to the rear of Officer Guerraโ€™s cruiser,โ€ Officer Johnson said.

Efrain was then transported to the Clinton Police Department for booking.

โ€œDuring our dealing with Efrain, he admitted to operating the vehicle and was very apologetic about striking the pickup truck,โ€ Officer Johnson said.

Efrain Torres Rodriguez, 29, was charged with the following:

  • Unlicensed operation of a motor vehicle
  • Leaving the scene of property damage
