Haverhill man arrested behind Common Ground had two warrants, was reported missing in 2022

HAVERHILL — On Thursday, June 25, 2026, at approximately 7:00 p.m., Haverhill Police Detective Timothy Campbell was patrolling near Common Ground Café — a nonprofit organization that serves homeless and low-income residents at 194 Winter Street — when he observed a man, later identified as Jose Flores, sitting behind the building.

According to police, Jose R. Flores, 41, is a resident of Winter Street in Haverhill, MA.

“The Haverhill Police Department has had numerous complaints of individuals trespassing at this business after hours,” Detective Campbell said, adding that the department has also received complaints of drug activity at the location after business hours.

“On the building it is posted that the business closes at 6:00 p.m. in multiple locations,” Detective Campbell said.

Detective Campbell said he and his partner, Sergeant Glen Fogarty, approached Flores and informed him that he was trespassing because he was not permitted on the property after 6:00 p.m.

“I asked Flores for some form of identification and he provided his name, ‘Jose Flores Bojorquez,’ but stated he did not know his date of birth,” Detective Campbell said. “Flores stated he didn’t understand English and could not communicate with this detective.”

Detective Campbell said he then radioed Officer Andres Nova Castro and requested assistance with translation for Flores.

Detective Campbell said Officer Nova Castro and his partner, Officer Domenic Buccini, arrived on scene shortly thereafter, where Officer Nova Castro translated for him.

“Officer Nova Castro asked Flores for any form of identification, which Flores stated he did not have,” Detective Campbell said. “Flores stated to Officer Nova Castro that he was homeless and was from El Salvador. Flores repeated to Officer Nova Castro that he did not know his date of birth and could not provide any other personal information.”

Flores also told Officer Nova Castro that he had no family or friends and had been living in Haverhill for approximately six months.

“Due to Flores trespassing where it is clearly posted, and after giving Flores ample opportunity to fully identify himself, I placed Flores under arrest,” Detective Campbell said. “Flores was advised by Officer Nova Castro that he was being placed under arrest in Spanish.”

Officer Michael Lavallie arrived to transport Flores for booking. Flores was searched incident to his arrest, placed in the rear of Officer Lavallie’s cruiser, and transported to the Haverhill Police Department.

“Flores was introduced to Lieutenant [Branden] Sheehy once at the station,” Detective Campbell said. “Officer Nova Castro advised Flores of his Miranda warnings in Spanish and advised him that he had the right to use the telephone. Flores was booked in the normal fashion, photographed, and fingerprinted.”

Detective Campbell said that once Flores was fingerprinted, his true identification was confirmed.

“The results showed through AFIS [Automated Fingerprint Identification System] that his legal name was Jose Roberto Flores DOB [date of birth] 03/24/1988,” Detective Campbell said. “It also showed another date of birth attached to his AFIS file as 07/11/1985.”

Detective Campbell said Flores also had two active warrants out of Lawrence District Court and Lowell District Court.

Detective Campbell said a search of the National Crime Information Center, a law-enforcement database containing records about wanted and missing people, showed that Flores had been reported missing from Lowell on May 1, 2022. Dispatch confirmed the warrants and notified the Lowell Police Department that Flores had been located.

Jose R. Flores, 41, of Winter Street in Haverhill, was charged with the following:

  • Trespass
  • Warrant Arrest (two counts)

Flores was arraigned in Haverhill District Court on June 26, 2026. During his arraignment, the trespassing charge was continued without a finding for six months, until Dec. 28, 2026, when Flores is scheduled to return for a status hearing.
