HAVERHILL โ On Thursday, July 23, 2026, Haverhill Police Officer Andrew Terrero was assigned to street crimes patrol in an unmarked vehicle, wearing plain clothes and a ballistic vest bearing the word โPOLICE,โ with his gun and badge clearly displayed.

โAt approximately 2:03 p.m., I was operating on Blaisdell Street with my partner, Officer [Michael] Silvestro,โ Officer Terrero said.
As the officers approached Broadway, Officer Terrero said they observed two men riding gray mopeds along the roadway.
โBoth males did not have helmets, and one male was seen completing a wheelie,โ Officer Terrero said, adding that neither moped had a license plate.
Officer Terrero said that both men were on similar mopeds. One of the males was wearing all black clothing with a black face mask, while the other man was wearing a white jacket with blue jeans.
โI activated my blue lights and sirens and attempted to conduct a motor vehicle stop,โ Officer Terrero said. He added that the men on the mopeds then turned around and looked at his cruiser.
โIt was clear that the two males acknowledged the blue lights and sirens,โ Officer Terrero said. โThe males then accelerated and went down Broadway, then through Lafayette Square. It was apparent that the two males were failing to stop for police. I shut off my lights and sirens and discontinued my attempt to stop the mopeds.โ
Officer Terrero then radioed Haverhill police dispatch with his location and reported that two men on mopeds were failing to stop.
โI advised Haverhill dispatch that I would not be pursuing,โ Officer Terrero said. โThe two males failed to stop for the red light at the intersection of Lafayette Square and Winter Street and continued up Winter Street at a high rate of speed.โ
Officer Terrero said he made contact with Officers Domenic Buccini and Tomanik Falcon, who were in the New Street neighborhood, and advised them that he had last seen the gray mopeds traveling up Winter Street. He also told the officers that one of the men was wearing all black and was not wearing a helmet.
โShortly after, Officer Falcon radioed over the air that he and Officer Buccini were out on 11 North Street with the male who was operating the grey moped, wearing all black,โ Officer Terrero said.
Officer Terrero then headed toward 11 North Street, and when he arrived, he observed Officers Buccini and Falcon with the male who was later identified as Erison Ysalguez-Castillo.
According to police, Erison M. Ysalguez-Castillo, 19, is a resident of Haverhill, MA.
โErison was uncooperative and belligerent on scene,โ Officer Terrero said. โErison was yelling at officers and causing a commotion.โ
Officer Terrero said that both he and Officer Silvestro recognized Ysalguez-Castillo as the man dressed in all black with the black face mask who had failed to stop for police.
โThe two grey mopeds were on the side of the yard, and one moped was still on, and the other had the key in the ignition,โ Officer Terrero said, adding that the two mopeds were the same ones he observed on Broadway and Lafayette Square.
โThe other male suspect was not on scene upon my arrival,โ Officer Terrero said. โOfficer Buccini advised me that the other male took off when he and Officer Falcon apprehended Erison.โ
At around this time, Officer Terrero said Ysalguez-Castillo was advised that he was being placed under arrest. Ysalguez-Castillo was then handcuffed, searched, and transported to the Haverhill Police Department for booking.
Officer Terrero said that police later reviewed footage from Haverhill city cameras, which showed the following:
- At approximately 2:00 p.m., the two mopeds were seen near the intersection of Washington Street and Lowell Avenue passing vehicles on the left while traveling in the opposite lane. The two riders then traveled eastbound on Lowell Avenue, where footage showed Ysalguez-Castillo and the other male suspect popping wheelies for approximately 50 feet.
- At approximately 2:01 p.m., footage showed Ysalguez-Castillo and the other male suspect failing to stop at the stop sign at the intersection of Lowell Avenue and Broadway. The two riders were then seen popping wheelies while traveling down Broadway.
- At approximately 2:02 p.m., footage showed the unidentified male suspect popping a wheelie on Broadway at Blaisdell Street.
- At approximately 2:02:50 p.m., footage showed Ysalguez-Castillo and the other male suspect splitting lanes on Hilldale Avenue at Broadway and looking back toward Officer Terreroโs vehicle.
- At approximately 2:02:55 p.m., footage showed Ysalguez-Castillo and the other male suspect failing to stop at a red light at Lafayette Square and Winter Street before swerving around a vehicle and nearly colliding with it.
- At approximately 2:03:10 p.m., footage showed Ysalguez-Castillo and the other male suspect turning left from Winter Street onto Cottage Street.
- At approximately 2:03:40 p.m., the other male suspect was seen traveling on White Street and entering North Street. Ysalguez-Castillo was no longer with him at that point.
Officer Terrero said that it was confirmed through Haverhill dispatch that Ysalguez-Castillo had an active license but did not have a motorcycle endorsement on the license.
โIt is important to note that the moped is classified through CJIS [Criminal Justice Information Services] as a motorcycle. Any party who operates it must possess a motorcycle license or permit,โ Officer Terrero said.
Officer Terrero said that Bradford Towing towed both mopeds because they had been used in the commission of a crime and the other suspect had fled the scene and had not been located.
โA wheelie takes away proper control of the vehicle and restricts your ability to brake or avoid hazards in the roadway,โ Officer Terrero said. โErison operated the moped in a manner that endangered the lives of the public.โ
Erison M. Ysalguez-Castillo, 19, of Haverhill, was charged with the following:
- Fail to Stop for Police
- Negligent Operation of Motor Vehicle
- Unlicensed Operation of Motor Vehicle
- Disorderly Conduct
- Number Plate Violation
- Motorcycle Equipment Violation
Ysalguez-Castillo was arraigned in Haverhill District Court on July 24, 2026. Following his arraignment, he was released on personal recognizance.
Ysalguez-Castilloโs next court date is a pretrial hearing scheduled for Aug. 12, 2026.
