BLACKSTONE – On Sunday, July 19, 2026, at approximately 1:34 a.m., Blackstone Police Officer Nicholas Green was dispatched to the area of Farm and Gaskill streets following a report of a single-vehicle crash.

“Farm Street is a public way owned and maintained by the Town of Blackstone and Gaskill Street is also a public way owned and maintained by the City of Woonsocket, Rhode Island,” Officer Green said. Adding, “Dispatch stated that they had received an automated crash notification from Toyota Safety Connect and multiple 911 calls regarding a single vehicle crash into a telephone pole in front of the Roast House Restaurant.”
Officer Green said that when he arrived on scene, he observed a blue Toyota SUV with Massachusetts plates, resting on the right-hand side of Farm Street between the parking lots of the Roast House Restaurant & Pub and Farm Street Motors. The SUV had sustained heavy front-end damage.
“I also noticed a telephone pole completely broken off at the base and laying on the ground with the top half of the pole hanging with wires hanging down into the roadway,” Officer Green said. “It should be noted that the pole was set approximately four feet off the fog line of the road in between the parking lots of Farm Street Motors and the Roast House restaurant.”
Officer Green said that as he approached the vehicle, he observed a man – later identified as Daniel Chapman – sitting on a rock in front of St. Paul Cemetery.
According to police, Daniel S. Chapman, 39, is a resident of Blackstone, MA.
“Daniel informed me that he had been driving the vehicle and had ‘blacked out’ and struck the pole,” Officer Green said. “Daniel stated that he knew that he was under arrest and that it was okay.”
Officer Green asked Chapman if he was injured and he stated that he had a cut on his arm.
“I asked Daniel why he thought he was going to be arrested, and he stated because he had been drinking,” Officer Green said.
Officer Green then asked Chapman how many drinks he had and Chapman said he had six beers and three shots of Rumple Minze (a brand of peppermint schnapps).
Officer Green then asked Chapman if he felt impaired from his drinking, and he said that he did not.
“As Daniel spoke with me, I noticed that his speech was slurred and could detect a slight odor of an alcohol beverage emanating from his person,” Officer Green noted. “Based on the airbag deployment and Daniel’s statement of blacking out, Blackstone Fire was called for an evaluation. After evaluation, it was determined that he would be transported to the hospital.”
Blackstone Fire Department personnel then transported Chapman to the Milford Regional Medical Center for treatment.
Officer Green said he asked Chapman if, based on his admission and his injuries preventing him from completing standardized field sobriety tests, he would agree to take a portable breath test (PBT). Chapman agreed.
“The results of the PBT were 0.254,” Officer Green said. “Based on the information at hand and Daniel’s statements, I formed the opinion that Daniel was impaired and operating a motor vehicle under the influence of an alcoholic beverage. Daniel was informed that he was being placed under arrest.”
Officers Patrick Daigle and Joseph Niemczyk stood by with the vehicle awaiting the arrival of National Grid to ensure that the power was deactivated ‘so the vehicle could be removed.
“Once the power was off RK Auto was contacted and removed the vehicle,” Officer Green said. “Once at Milford Hospital, Daniel was read his Statutory Rights Form and agreed to a blood draw at 2:59 a.m. Hospital staff were able to draw blood and a preservation request was submitted to the hospital to preserve the samples.”
Daniel S. Chapman, 39, of Blackstone, was charged with the following violations/offenses:
- OUI-Liquor or .08%
- Negligent Operation of a Motor Vehicle
- Marked Lanes Violation
“Once cleared from the hospital Daniel was placed into restraints, double locked and placed into the back of my cruiser and seat belted,” Officer Green said. “Daniel was returned to Blackstone Police HQ [Headquarters] for booking, where he was afforded all applicable rights including a phone call. The booking process was completed without incident.”
After he was booked, Chapman was released on personal recognizance.
Chapman’s arraignment was scheduled for July 20, 2026, in Uxbridge District Court.
