
FITCHBURG — Mayor Sam Squailia’s office announced the launch of the Pavement Management Program (PMP), an initiative aimed at optimizing the allocation of existing road improvement funds and enhancing the quality of the city’s publicly owned roads.
In an article submitted to the Sentinel & Enterprise, Mayor Squailia announced the launch of the “long overdue” program, which has been recognized as a “best practice” by the Commonwealth for its “data-driven and transparent approach to road maintenance.”
With the unanimous backing of the Finance Committee and the majority of the City Council, Fitchburg has successfully obtained a $50,000 grant to advance the Pavement Management Program (PMP). This grant, a result of joint efforts by the mayor’s office, the Community Development Department, and the Department of Public Works, alleviates the need to use local road funds for this initiative, Squailia’s office said.
“This is a major step forward for Fitchburg’s roads,” said Mayor Samantha Squailia. “For years, we’ve relied on outdated and inconsistent methods to address our roads, which has contributed to declining quality and frustrated residents. Now, with this plan, we’ll prioritize the right projects at the right time to make the most of every dollar, with no politics involved — just results.”
The Pavement Management Program (PMP) in Fitchburg will leverage data gathered by the city’s StreetScan system, which uses sophisticated sensors and cameras to assess road conditions. Each segment of roadway is assigned a Pavement Condition Index (PCI) score, which ranges from 0 (indicating severe distress) to 100 (indicating excellent condition).
“For too long, residents have had to wonder why certain roads were prioritized over others,” Mayor Squailia said. “This plan will help eliminate those questions and provide clear, data-backed answers to show taxpayers how their money is being used to improve their daily lives.”
This wealth of data will inform a comprehensive strategy aimed at:
- Maintaining roads that are currently in satisfactory condition to avert expensive future repairs.
- Reconstructing roads that are in dire need of attention.
- Coordinating utility work and other relevant activities to minimize the need for redoing work.
- Ensuring that project prioritization is transparent and based on actual needs rather than geographical location.
Fitchburg’s PMP plan is inspired by successful strategies from nearby communities like Lunenburg, which have long relied on systematic pavement management plans to effectively maintain their roads. To enhance the effectiveness of its Pavement Management Program (PMP), Fitchburg is also looking into innovative funding methods, including grants and alternative revenue streams.
The city is going to issue a request for proposals (RFPs) to identify engineering firms with expertise in pavement management, aiming to partner with high standards for road improvement projects.
