TEWKSBURY — Three men are facing fentanyl trafficking charges after a monthslong investigation by the Tewksbury Police Narcotics Unit, in collaboration with multiple law enforcement agencies throughout Middlesex County.
According to a statement from Tewksbury Police Chief Ryan Columbus, the arrests occurred on Tuesday, July 1, 2025, following a coordinated operation involving Billerica, Chelmsford, and Tyngsborough Police Departments, the Middlesex Sheriff’s Office, and the Massachusetts State Police Commonwealth Interstate Narcotics Reduction Enforcement Team (CINRET). The investigation began in December.

The following individuals were arrested and arraigned Wednesday in Lowell District Court, where each was ordered held on $100,000 cash bail:
- Jairol Munoz-Mateo, 37, of Salem
- Charged with trafficking over 36 grams of fentanyl
- Wandy Urbaez, 22, of Dorchester
- Charged with trafficking over 36 grams of fentanyl and six counts of trafficking in fentanyl
- Raidor Lugo Aybar, 32, of Lawrence
- Charged with trafficking over 36 grams of fentanyl, trafficking in fentanyl (three counts), and distribution of a Class A substance
On the day of the arrests, officers seized approximately 40 grams of fentanyl and $1,850 in cash. Over the course of the investigation, police recovered more than 200 grams of fentanyl in total.
Munoz-Mateo was also wanted on an immigration detainer from U.S. Immigration and Customs Enforcement (ICE), which was notified of his arrest.

We are deeply appreciative of the support.”
Munoz-Mateo, Urbaez, and Lugo Aybar were arraigned Wednesday in Lowell District Court, where each was ordered held on $100,000 cash bail.
