Hubbardston man arrested after Rutland hit-and-run; found at Northborough Walmart

RUTLAND โ€” On Wednesday June 4, 2025, at approximately 1:54 p.m., Officer Jason Citrynell of the Rutland Police Department was on call for a hit and run accident at the intersection of Wachusett Street and Glenwood Road when he heard dispatch announce over the radio that there was another hit and run accident on East Country Road by Wachusett Street.

โ€œI immediately cleared the accident scene as two other officers were there, and headed to the new accident call,โ€ Officer Citrynell said. โ€œUpon arrival, dispatch notified me that the vehicle that fled was described as a white pickup truck that turned up Wachusett Street and made a left on Muschopauge Road.โ€

Officer Citrynell said that other Rutland police officers on duty at the time checked the area for the vehicle, and found nothing.

โ€œThe fire department, which was on scene first, advised me that they saw the vehicle and were able to capture a partial plate for the vehicle,โ€ Officer Citrynell said. โ€œIt was described to me as a white Chevy pickup truck with front end damage, โ€˜3,โ€™ and โ€˜Nโ€™ on the plate. Upon searching chevy pickup models online, the vehicle appeared to be a mid-2000s by appearance.โ€

Officer Citrynell said the victim of the hit and run, a 57-year-old woman, was being evaluated by EMS while he looked up the suspectโ€™s vehicle.

โ€œ[The victim] stated she was slowing down as there was a truck carrying heavy equipment in front of her,โ€ Officer Citrynell said. โ€œThis is when the white pickup truck slammed into the back of her vehicle.โ€

The woman said the operator of the pickup truck โ€“ who had still not been identified at the time โ€“ pulled up to her on the driverโ€™s side of her vehicle and asked if she was alright.

โ€œ[The victim] stated that the driver said he was not paying attention and sped off turning on Wachusett Street,โ€ Officer Citrynell said.

Officer Citrynell said that womanโ€™s vehicle, a 2022 Kia Seltos with Massachusetts plates, sustained heavy damage to the rear.

โ€œThe rear windshield was shattered and the back of the vehicle was completely smashed in. The impact also tore a hole in the muffler which was exposed from the collision,โ€ Officer Citrynell said. Adding, โ€œRutland Towing, which was contacted earlier, removed the vehicle from the scene.โ€

Officer Citrynell said that, at this time, dispatched contacted him with the identification of the driver who had fled the scene.

โ€œThe vehicle was a white 2006 Chevy Silverado White in Color, MA [# redacted] owned and operated by Jeffrey Eagan of 3 Natty Pond Drive in Hubbardston, MA,โ€ Officer Citrynell said. โ€œHubbardston and Barre Police Departments began searching for Eagan to verify this information. The Hubbardston Police Department was already looking for Eagan to take him to court on an active [Section] 35 warrant. At the time of this report, Eagan still has not been located.โ€

A Section 35 warrant is a civil order in Massachusetts that authorizes police to detain someone and bring them to court to assess whether they should be involuntarily committed for substance use treatment.

According to police, Jeffrey R. Eagan, 43, is a resident of Natty Pond Drive, Hubbardston, MA.

Officer Citrynell stated that he showed the victim a Registry of Motor Vehicles photo of Eagan, and she confirmed he was the individual who struck her vehicle and then pulled up beside her.

โ€œThe Rutland Police Department is requesting a warrant to be issued for Jeffrey Eagan,โ€ Officer Citrynell said. โ€œEagan would most likely not appear for assigned court date.โ€

A criminal citation for the following charges was sent to Jeffrey Eaganโ€™s known residential address:

  • Negligent Operation of a Motor Vehicle
  • Leaving the Scene of an Accident with Property Damage

On June 5, 2025, after it came to his attention that Eagan had yet to be located, Rutland Police Chief Nicholas Monaco asked Dispatcher Jen Bellevue ping Eaganโ€™s cell carrier, AT&T.

โ€œBellevue contacted AT&T and they initiated the โ€˜ping,โ€™ showing Eagan’s phone location as being in the area of 346 Turnpike Road, Westborough, with an 872m[eter] confidence. Bellevue contacted Westborough PD [Police Department] and asked them to check the area.โ€

Chief Monaco stated that shortly afterward, he was informed by Westborough police that the vehicle had been located in the Walmart parking lot at 200 Otis Street in Northborough.

โ€œI received a call from Westborough Police Sergeant Chris Atchue, who advised that they had located Eagan, and that while under Miranda, Eagan admitted to being involved in a collision in Rutland, and that he left the scene,โ€ Chief Monaco said.

Chief Monaco said that Sgt. Atchue sent a copy of the Westborough Police Departmentโ€™s report for the incident. The chief added this excerpt to his personnel narrative:

“Sergeant Atchue asked Jeffrey when the crash occurred, which he reported midday yesterday and that it was with another car. Jeffrey stated that the crash wasn’t so much [because] that he was using, but [rather] that he fell asleep. Detective [Charles] Laperle asked Jeffrey again later if he hit another car and Jeffrey nodded. When asked why he fled the scene, he stated that he had gotten out of the vehicle to check on the female involved, but when he saw that she was calling the police he panicked because he knew that there was a section issued for him. Detective Laperle asked Jeffrey again if he had been using at the time of the crash and he shook his head.”

Chief Monaco stated that Sergeant Atchue informed him that, because Eagan was located in Northborough, the Northborough Police Department would handle the Section 35 proceeding along with any additional drug charges stemming from their contact with Eagan.
