PEPPERELL — On Monday, Aug. 4, 2025, at approximately 7:46 a.m., Officer Stephen Mulkerin and Sergeant Nick Parker of the Pepperell Police Department were dispatched to the area of 231 South Road (Route 119) following a report of a man throwing a rock at a motor vehicle in traffic.

Officer Mulkerin said that while en route, dispatch advised that Groton Police Sergeant Kevin Henehan was on scene and had detained the suspect, Enilson Moncao.
According to police, Enilson M. Moncao, 37, is a resident of South Road in Pepperell, MA. Court documents indicate he’s single and unemployed.

When he arrived on scene, Officer Mulkerin said he observed Sergeant Henehan and Detective Justin Zink of the Pepperell Police Department speaking with the victim, Kelly [last name redacted], next to her vehicle, a white 2018 Dodge Durango.
“Sgt. Henehan stated that he had detained Enilson and placed him in handcuffs in the rear of his cruiser until our arrival,” Officer Mulkerin added. “I asked Kelly what happened and she stated that she was traveling east on South Road and she observed Enilson standing off the roadway to her left. Kelly stated that she then observed Enilson throw a rock at her vehicle striking the driver’s side door.”
The woman said that she pulled over to the side of the road after her vehicle was struck.
“Kelly stated that Enilson began swearing at her, calling her a [N-word] and other racial slurs and wasn’t making any sense,” Officer Mulkerin said. “I observed two dents on the driver’s side lower panel of the Durango. I photographed the damage. I assisted Detective Zink looking for the rock and located it on the eastbound side of South Road in front of 231 South Road. I took the rock as evidence and placed it into my cruiser.”
At this time, Officer Mulkerin said he went over to Sgt. Henehan’s cruiser and told Enilson that he was being placed under arrest.

“Sgt. Henehan took Enilson out from the rear of his cruiser and removed his handcuffs. Sgt. Parker then placed Enilson in handcuffs (DL) [Double Locked] and placed Enilson into the rear of his cruiser for transport back to the station,” Officer Mulkerin said. “Sgt. Henehan advised me that Deborah [last name redacted] witnessed the incident and handed me her information.”
Officer Mulkerin said that, back at the station, Enilson was read his Miranda rights.
“Enilson plead the 5th and declined to speak to me regarding what happened this morning,” Officer Mulkerin said.
During booking, Sergeant Michael Kenney entered the booking room and informed Officer Mulkerin that around 6:23 a.m., a resident of 217 South Road had called Pepperell police to report a man matching Enilson’s description throwing a rock through their window.
“Sgt. Kenney stated that Enilson was wearing the same clothes as the victim at 217 South Road described,” Officer Mulkerin said.
Officer Mulkerin said he then called the witness, Deborah to get her account of what transpired that morning.
“I called and spoke with Deb and asked her what she observed this morning. Deb stated that she was traveling eastbound on South Road. Deb stated that she saw Kelly pull over to the right side of South Road and she observed Enilson standing on the left side of the roadway in the area of 231 South Road,” Officer Mulkerin recounted. “Deb stated that she got out to help Kelly who was hysterical saying that Enilson threw something at her car. Deb stated that Enilson was yelling and swearing at Kelly from across the street saying, ‘If you call the cops, I’ll kill you.’”
Deborah stated that Moncao was swearing and repeatedly used the N-word while speaking to Kelly.
“Deb stated that Enilson calmly walked across the street with his hands behind his back when Sgt. Henehan arrived,” Officer Mulkerin said. “Deb stated that she did not observe Enilson throw the rock at Kelly’s vehicle.”
Enilson Moncao was charged with the following:
- Assault with a Dangerous Weapon
- Disorderly Conduct
- Malicious Destruction of Property +$1200
- Threat to Commit a Crime
Moncao was arraigned in Ayer District Court on Aug. 4, 2025. On Aug. 4, the court found probable cause for the assault charge against Moncao, ordered him held under the dangerousness statute, and scheduled a competency evaluation for Aug. 7.
On Aug. 7, the court ordered a further 20-day competency evaluation for Moncao under Section 15(b) of Massachusetts law, which allows a judge to send a defendant to a psychiatric facility for up to 20 days to determine if they are mentally competent to stand trial, and continued the case to Aug. 26.
