OXFORD — On Sunday, May 31, 2026, at approximately 1:21 p.m., Corporal Zachary Losee of the Oxford Police Department said a woman came into the lobby of the Oxford Police Department to report that her 14-year-old son had just been sexually assaulted.

Corporal Losee met the woman and her son (identified in his report as “JV1”) in the lobby before escorting them to an interview room.
Corporal Losee said JV1 told him that he helps a family friend, identified as 62-year-old Robert E. Fraser, with minor chores around Fraser’s apartment on Wheelock Street, and had been there just before coming to the Oxford Police Department.
“JV1 stated that either Robert texts him to stop by and help him, or JV1 contacts him and asks to work if he needs money, with today being a day JV1 asked to work,” Corporal Losee said. Corporal Losee added that JV1 told him he arrived at Fraser’s apartment around 11:30 a.m. that day, while his mother and grandmother went shopping.
“JV1 stated that today started off normal, with JV1 helping with laundry and moving boxes, as Robert is leaving for Florida soon,” Corporal Losee said. “JV1 said that, at some point in time, Robert asked him to lay on his bed with him, with Robert lying down on the left side, and JV1 lying on the right. JV1 stated that he trusted Robert and thought nothing of it. After laying down for several minutes, Robert turned over and began sensually touching his stomach under the shirt with his left hand and then slid his hand down his pants, stopping at his waist.”
Corporal Losee observed that JV1 was wearing baggy green pajama pants.
“Robert ran his hand under his shirt again and felt his chest area, finally going back down to his legs, where he placed his hand between JV1’s legs, over JV1’s pants, where he groped and squeezed his pen*s and testicles,” Corporal Losee said. “JV1 moved Robert’s hand and told him not to. Robert removed his hand and continued lying in bed with JV1 for a minute, until he reached over again, grabbed JVI’s face, turned it towards him, and kissed him three times. JV1 stated that Robert then got out of bed and said, ‘Let’s get back to work.’”
JV1 said that he told Fraser he was leaving to get the laundry, left the apartment, retrieved his laundry, and returned to his grandmother’s residence. JV1 told both his mother and grandmother, who had returned from shopping, what had transpired with Fraser and Corporal Losee said JV1’s mother responded by bringing him directly to the Oxford Police Department to report the incident.
“[JV1’s mother] and JV1 both submitted written statements,” Corporal Losee said. “When I asked JV1 how long he had known Robert, he responded two to three years, adding that they text back and forth as well. JV1 showed me his phone and the text messages between them, in which I noted that Robert’s text messages were not implicitly sexual, but he sent several messages stating that he loved him and asked for pictures of JV1.”
Corporal Losee said the following was the text message chain JV1 showed him:

JV1: Love you too grandpa
Robert: Okay
Robert: See you my love
Robert: Send me a picture please
Robert: Hello
JV1: Picture of what
Robert: You know. Lol
JV1: The concert?
JV1: Is that a yes or no of the concert
Robert: You know what
JV1: I really don’t
Robert: And whatever you like
Robert: You know I love you and like to see more of you
Robert: Your ma
JV1: I really don’t have any pictures of me. I don’t really take any
Robert: Take some
Robert: Please
Robert: Don’t worry about it. You know how I am
Robert: Bye
Robert: What’s up
Robert: Mad at me
JV1: No why?
Robert: Expected pictures
Robert: Of you
Robert: And I love everything about you
Robert: Bye you don’t care
“This messaging goes beyond the simple conversation of trusted family friend, with the communication leaning heavily towards Robert using sexual overtones to request suggestive pictures from JV1,” Corporal Losee said. Adding, “After JVI’s statements, [his mother] stated that they were afraid of Robert retaliating and told me that he has firearms. JV1 stated that he had seen one firearm at his home. A check through CJIS [the FBI’s Criminal Justice Information Services database] showed that Robert had three firearms registered to him, but did not possess a LTC [license to carry].”
After speaking with JV1 and his mother, Corporal Losee said he went to Fraser’s apartment on Wheelock Street with Officers Daniel Ausmus and Andrew Gray.
Corporal Losee said he approached Fraser’s apartment and knocked on the door. When a man answered, Corporal Losee asked if he was Robert Fraser, and he replied “yes.”
“I informed Robert that he was under arrest for sexual assault and battery, and I placed him in handcuffs, checked for tightness, and double locked them. I asked Robert where his firearm was and he responded my closet, and showed us where it was,” Corporal Losee said.
Fraser provided the key to the gun box lock, and Officer Ausmus noted that there were no magazines or ammunition inside.
“Robert provided the location and key for a another safe that held the magazines that were loaded with .40 caliber ammunition,” Corporal Losee said. “Officer Ausmus transported the firearm and ammunition back to the Oxford Police Department where he found that the firearm a Sig Sauer P239 9mm handgun (Serial# SA4-53188) was not registered.”
Corporal Losee said he transported Fraser to the Oxford Police Department, where he was booked without issue.
“During the booking process, Robert was read his Miranda rights by Officer [Daniel] Cavic, to which Robert agreed to speak to us. Robert was offered the use of a phone, which he declined several times throughout booking,” Corporal Losee said. Adding, “[JV1’s mother] and JV1 were offered a 209A [abuse prevention order], which was granted by Judge Michael Doolin. Robert was served the 209A in hand at 5:50 p.m.”
Fraser’s bail was set at $10,000.
“Robert was informed of bail and asked if he wanted to make a phone call, which he refused again,” Corporal Losee said. “I asked Robert if he would speak to me again regarding the incident involving JV1 to which he agreed. Robert was read his Miranda warnings again, to which he again agreed to speak to me.”
Corporal Losee, Officer Palmer, and Officer Cavic then spoke with Fraser in the booking interview room.
“Robert confirmed that JV1 comes to his apartment to help from time to time and that he pays him for the help,” Corporal Losee said. “Robert explained that he’s like a grandfather to JV1 and that he touched his stomach to comment that JV1 was getting fat and that they have wrestled in the past. I asked Robert why he thinks JV1 contacted the police, to which he responded after a long pause, ‘Maybe because of the kiss.’ Robert quickly explained that it was not sexual in nature and that he was kissing him goodbye because he is moving back to Florida soon.”
Corporal Losee said that Fraser denied ever laying in bed with JV1.
Corporal Losee said he asked Fraser about the text chain and his requests for pictures from JV1, but Fraser stated that they only text sometimes and that he knew what Corporal Losee was insinuating, but he would never ask for those kinds of pictures.
Robert E. Fraser, 62, of Wheelock Street, Oxford, MA, was charged with the following:
- Indecent Assault & Battery on Person 14 or Over
- Possess Firearm without FID Card
- Possess Ammunition without FID Card
Fraser was arraigned in Dudley District Court on June 1, 2026. During his arraignment, Fraser’s bail was set at $1,000 cash bail and $10,000 surety. Following his arraignment, Fraser was released on bail under the condition that he stay away from and not contact the victim and not have contact with anyone who is under the age of 16.
Fraser attended a pretrial hearing on June 23, 2026. His next court date is a discovery, compliance and election hearing scheduled for July 17, 2026.
