HAVERHILL – On Wednesday, Aug. 12, 2026, at approximately 5:24 p.m., Haverhill Police Detective Andrew Terrero was working in plain clothes with the Street Crimes Unit when he observed Sergeant Michael Mills investigating an apparent road rage incident involving a sedan and a moped near Charles and White streets.

Detective Terrero responded to the scene to assist Sergeant Mills.
“Sergeant Mills advised that an accident occurred between the moped and the sedan,” Detective Terrero said. “I spoke to Kennetrh Casimiro, who was operating the moped.”
According to police, Kennetrh Casimiro, 19, is a resident of Haverhill, MA.
Detective Kaylee Sarfde spoke with the operator of the sedan.
“Kennetrh stated that he was on Primrose Street, and [the driver of the sedan] was behind him, honking her horn, then went into the opposite lane and in front of Kennetrh,” Detective Terrero said. Adding, “Kennetrh stated that they both took a left onto Charles Street, and when they approached Charles at Franklin, [the driver of the sedan] brake-checked him, and he moved to the left.”
Casimiro said the sedan’s driver veered left again and struck his moped, which caused him to fall off.
“Kennetrh stated that [the driver of the sedan] continued before stopping where car #16 [a cruiser on scene] was parked,” Detective Terrero said. “Kennetrh had injuries to his left arm, but declined medical attention.”
Detective Terrero said that while he was on scene, Detective Sarfde showed him video footage provided by the driver of the sedan.
“In the video, Kennetrh is observed passing [the woman’s] vehicle on the left while traveling within the lane designated for oncoming traffic. Kennetrh is then observed traveling ahead of [the other driver’s] vehicle in the proper travel lane,” Detective Terrero said.
Detective Terrero said the video showed Casimiro turning his upper body and looking back toward the woman’s vehicle while operating the moped with one hand. He added that Casimiro then appeared to deliberately slow down in front of her vehicle.
After reviewing the video, Detective Terrero informed Casimiro that he was under arrest for negligent operation of a motor vehicle because he had passed the sedan in the oncoming lane and looked back toward it while operating the moped, thereby endangering public safety.
“When approaching Kennetrh, he began to tense up and became non-compliant by not allowing officers to place him in handcuffs,” Detective Terrero said.
Detective Terrero said Casimiro pulled his arms away, attempted to escape and screamed while continuing to move away from the officers as they attempted to take him into custody.
“While Detective Sarfde was attempting to put handcuffs on Kennetrh, he turned around and extended his arms and pushed Sergeant Mills,” Detective Terrero said. “At this point, Sergeant Mills took out his department-issued Taser 10 and aimed it at Kennetrh and advised Kennetrh that he would get tased if he did not stop his behavior. Kennetrh ignored Sergeant Mills’ commands and continued to resist by pulling away from officers.”
Detective Terrero said he then wrapped his arms around Casimiro’s waist and brought him to the ground.
“Kennetrh continued to yell and resist and refused to be handcuffed,” Detective Terrero said. “At this point, officers backed away from Kennetrh and Sergeant Mills advised Kennetrh that he would be tased. Kennetrh became compliant and laid on his stomach.”
Detective Terrero said he approached Casimiro and was able to place him in handcuffs.
“Detective Buccini and I lifted Kennetrh from the ground, and I searched Kennetrh for weapons, yielding negative results,” Detective Terrero said.
Casimiro was then transported to the Haverhill Police Department for booking.
Kennetrh Casimiro, 19, of Haverhill, was charged with the following:
- Negligent Operation of Motor Vehicle
- Disorderly Conduct
- Resisting Arrest
- Assault & Battery on Police Officer
Casimiro was arraigned in Haverhill District Court on Aug. 13, 2026.
Following his arraignment, Casimiro was released on personal recognizance. His next court date is a pretrial hearing scheduled for Sept. 24, 2026.
