Michigan man charged for altering $600 check from town of Uxbridge, depositing it into his account

UXBRIDGE โ€“ A 42-year-old Michigan man is scheduled to be arraigned in Uxbridge District Court next month after police say a $600 check the town of Uxbridge wrote to Amplify Education last year was intercepted, altered, and deposited into his account.

The case stems back to Monday, Oct. 20, 2025, when Uxbridge Police Detective Jesse Miller said he was made aware that a check written by the town of Uxbridge had been intercepted, altered, and subsequently cashed.

โ€œOn Wednesday, Oct. 22, 2025, I spoke with the town treasurer, Stephanie Lโ€™Etalien, regarding the check and the discovery of the fraud,โ€ Detective Miller said. โ€œStephanie provided documentation detailing check No. 222662, drawn against the Town of Uxbridge established through Rockland Trust Bank, in the amount of $600. The original payee of the check was Amplify Education.โ€

Detective Miller said Rockland Bank Trust provided an image of the deposited check and the payee was Reginald Royal, not Amplify Education.

According to police, Reginald D. Royal, 42, is a resident of Romulus, Michigan.

โ€œThe check was deposited to account number [# redacted] of The Bancorp Bank and the reverse image of the check showed a signature and below the signature โ€˜for mobile deposit to Chime account onlyโ€™ was written,โ€ Detective Miller said.

On Oct. 22, 2025, Detective Miller submitted two subpoena requests to Chime Financial and Bancorp Bank. Detective Miller said he presented to a grand jury at Worcester Superior Court on Friday, Nov. 14, 2025, and subpoenas were issued to both institutions.

โ€œOn Tuesday, Dec. 2, 2025, I received a response from Bancorp Bank and Chime Financial, Inc, stating that account number [redacted] was owned by Reginald Royal of 6748 Merriman Road, Apt. 142, Romulus, MI, and documented the deposit of check No. 222662 for $600 on Sept. 29, 2025,โ€ Detective Miller said.

On Thursday, Aug. 27, 2025, Detective Miller issued a summons for Reginald Royal for the following charges:

  • Utter False Check: โ€œReginald Royal uttered and published as true, a check in the amount of $600, a document of apparent legal significance, that had been forged to be issued to his own name, with the intent to knowingly defraud the Town of Uxbridge, which the check had been drawn upon,โ€ Detective Miller explained. โ€œReginald’s knowledge and intent of the fraud is proven by his lack of business relationship with the Town of Uxbridge.โ€
  • Larceny by Check Under $1200: โ€œReginald Royal uttered and deposited a check in the amount of $600 to Chime/The Bancorp Bank and obtained the money from the check, with the intent to defraud the Town of Uxbridge, from whom it was drawn upon,โ€ Detective Miller said.

Royalโ€™s arraignment is scheduled for Oct. 2, 2026, in Uxbridge District Court.
